The equalization of education has always been a matter of concern to the community,and it has a vital interest relationship with society and people,so it is also a direction for many scholars to study.Preschool education is the initial stage of lifelong education,it is shouldering the important task of "Enlightenment" and "foundation".In our country,preschool education is the weakest link in the education system.With the rapid development of urbanization,industrialization and modernization in China,the demand for the rational allocation of labor resources in the market,the phenomenon of large-scale population migration began to emerge.As one of the most economically developed regions in China,the number of floating population is increasing year by year,and the equalization of preschool education service is a new challenge for the development of regional equalization in Shanghai.Based on the background,the author from the current situation of preschool education service equalization of Shanghai City,through questionnaire survey and interview survey of citizens in urban and suburban,kindergarten administrators,teachers,parents,mobile phone data,analyze the status quo objectively presented,and strive to in the face of numerous phenomena,combing the logic of things,nature to reveal the problems,explore the countermeasures,provide beneficial thinking and possible reference for the development of preschool education service equalization in Shanghai city.According to the survey,the author firstly from preschool education popularization rate,high quality education resources rich,preschool education equalization,preschool education service in Shanghai area have a variety of modes(school district group,famous teachers flow,entrusted management,University affiliated schools etc.)present in face of the current situation of preschool education service in Shanghai the.Secondly,from the aspects of educational resources,investment,development level,educational opportunities for preschool education service in Shanghai area is not balanced for factors analysis: the number of preschool education services shortage,uneven distribution of the resulting region between urban and rural preschool education resources is not balanced;preschool education funding is less,led to the government the preschool education funding is not balanced low preschool education teachers;public and private preschool education,education funding threshold for different teachers,different structure has different public and private preschool education development level is not balanced;the city education resources limited capacity,integration policy leads to the threshold for the establishment of migrant children education is not balanced.Finally,put forward corresponding countermeasures and suggestions: the creation of specialized institutions and personnel management,stable cooperation mechanism,cooperation system to establish a government regulated preschool education;kindergarten to increase capital investment,including scientific research funds,teachers' salaries,foster rural and private kindergartens;expand teacher training mechanism,to provide a good platform for the professional development of teachers;improve the supervision mechanism,promote the quality of preschool education and kindergarten level evaluation.
