Preschool education,as the first step in the development of education,sets the overall tone of education and plays a decisive role in the development of follow-up education.Equalization of public services in preschool education plays an important role in improving the quality of preschool education and perfecting basic public education services.At present,the development of preschool education in China is unbalanced and inadequate,and the problem of unequal public services of preschool education cannot be ignored.This paper first analyzes the status quo of the equalization of public services in preschool education from four aspects: preschool education entry opportunities,funding input,teacher supply and school running conditions.Secondly,by establishing the preschool education public service index system,the extreme entropy method is used to conduct an empirical study on the supply level of preschool education public service in various provinces of China,and the degree of equalization of public service of preschool education in provinces of China is measured by calculating the coefficient of variation.According to the empirical results,it can be seen that from 2010 to 2020,the preschool education public service supply index of most provinces in China showed an increasing trend,while the preschool education public service supply index of some provinces showed a decreasing trend.By region,the preschool education public service supply index of the three regions all showed an increasing trend,among which the preschool education public service supply index of the western and central regions showed a greater increase.the preschool education public service supply index is the highest in the eastern region,followed by the central region and the lowest in the western region.There is a big gap between the three regions.The level of equalization of inter-provincial preschool education public services in China has improved,among which the level of equalization of inter-provincial preschool education public services in the eastern and central regions is higher,but the gap in the supply of inter-provincial preschool education public services in the western regions of China is significantly narrowing.Then,the preschool education public service supply level was taken as the explained variable,by establishing the Tobit model to study the main factors influencing the equalization of public services in preschool education..the empirical results show: preschool education level of public service supply mainly by budget of preschool education funds accounted,urbanization rate,total number of full-time teachers and fiscal transfer payment is influenced by four factors.The proportion of preschool education funds in the general budget,the urbanization rate and the number of full-time teachers play a positive role in promoting the supply of public services for preschool education,while the total fiscal transfer payments play a negative role in inhibiting the supply of public services for preschool education.However,the proportion of family cultural education and entertainment expenditure has no significant influence on preschool education public service supply.Finally,according to the results of empirical research,some policy suggestions are put forward to realize the equalization of public services in preschool education.
