Research On The Construction Of Local Talent Public Service System In Binhu District Of Wuxi City

With the surge of the knowledge economy and the continuous development of the economic globalization,talent has become a central role to promote nations and regions’ comprehensive strength development,which has seized the attention of the world.Meanwhile,accelerating the development of talent has become an important strategic choice for countries and regions.In recent years,talent of public service system in china has been effective,and Chinese government has established a national talent of public service network covering the whole country.At the same time,there are some outstanding problems in the process of deepening and improving the construction of the talent public service system.Taking Binhu district of Wuxi city as the research object,this paper analyzes the industrial structure,the status of human resources,the demand situation of talent and the current situation of the construction of talent public service system.Through the use of public product theory and new public service theory,this paper find out the problems of the talent public service system,such as the division of functions of the personnel talent service system,the uneven ability of public service personnel,the single function of talent public service,the shortage of talent public service system and other problems.Then on the basis,this paper analyzes the cause of the problems,including talent public service management system has not yet straighten out,the standardization of public service construction lag,the lack of vitality of the talent public service system,talent public service system construction capital investment is not sufficient.This article draws lessons from the advanced experience of the construction of talent public service system in the developed cities,such as Shanghai,Shenzhen and Kunshan.According to the specific situation in Binhu district of Wuxi city,this article put forward some scientific,rational,targeted countermeasures.It is necessary to build an integrated human resources market,speed up the construction of talent public service network,promote the standardization of talent public service construction,expand the talent public service function,strengthen the construction of the talent public service team for the high quality and efficiency construction of talent public service system.The measures proposed in this paper have certain operability.Through speeding up the construction of talent public service system and promoting talent-driven strategic transformation,this paper hopes to provide a strong driving force for promoting the economic and social development in Binhu district of Wuxi city.At the same time,we hope that the opinions and suggestions proposed in this paper can provide reference and help for the construction of talent public service system in Binhu district of Wuxi city and other areas.
