In the face of requirements of building a moderately prosperous society in China's "13th Five-Year" period.In November 27,2015,Xi Jinping,The General Secretary once again emphasized the importance of "Help-the-poor Educational ” in the central poverty alleviation and development work conference.Education for poverty alleviation work has also been referred to a new height.In 2016,China entered the run-off stage of comprehensively building a moderately prosperous society.The task of helping 70 million poor people out of poverty is expected to be more responsible.In this process,Migrant workers vocational education is also duty-bound to become a permanent source of strength to solve this problem.As the backbone of the fight against poverty alleviation,strengthening vocational skills training for migrant workers is of great significance to improve the ability of migrant workers to transfer employment,as well as to enhance the level of human capital in China.However,the migrant workers vocational skills training still exist many problems that make our country migrant workers skills training efficiency at a lower lever.For example,the funding investment inadequately,institutional settings unreasonable and so on.Therefore,it has important practical significance to integrate all kinds of training institutions effectively,improve the management level of training institutions,and enhance the operational efficiency of the training institutions to solve the above problems.On the basis of human capital theory,labor transfer theory and public goods theory,the dissertation makes a systematic analysis on the current situation of the demand and supply of migrant workers' vocational skills training in China.Furthermore,the dissertation constructs the evaluation system of vocational skills training for migrant workers,uses the sample data from 29 provinces and cities of china,to analyze the training efficiency of the three types of vocational skills training institutions in China(the employment training center,technical school and private vocational training institutions)during 2009-2013 by using the data envelopment analysis method.The final results show that,there is still a large room to improve our overall skill training,and the training efficiency of all kinds of training institutions in the eastern,central and western regions showed a regional difference.Specifically,the eastern region training institutions has a higher management level,their private occupation training institutions training efficiency is higher than other regions;in the middle and western regions,their training institutions' scale setting is more reasonable;the technical schools' training efficiency of vocational training institutions in middle area's and the private vocational training institutions' training efficiency in the western region is higher than that in other areas.At last,aiming at the problem of the overall management of migrant workers in China highlights the occupation training institutions,such as the poor teaching quality,low investment efficiency and the lack of cooperation between regions.This dissertation put forward the following corresponding policies and suggestions: First of all,the government should establish a clear right and responsibility of the training system,and co-ordination of various training institutions precisely.Secondly,it's necessary to establish an "accurate training" quality assurance mechanism,and strive to improve the training efficiency.Thirdly,it's important to build a diversified fund raising mechanism to make the the use of funds efficiency.Finally,each region should give full play to the regional characteristics of various types of training institutions,and set up regional joint training platform,to promote the integration of the training industry market.
