Comparative Institutional Analysis Of Labor Employment Under The Condition Of Industrial Technology Innovation

Since the First Industrial Revolution,the phenomenon of labor being substituted by machines has been seen.The governments and economists all around the world have been looking for practical solutions to the problem of unemployment,which has also become the concern of scholars.Economist Schumpeter has proposed an idea called "Creative Destruction",which means that innovation can not only cause both the destruction of the old industry and the emergence of new industries,but also follow a phenomenon that the large-scale unemployment of labor in the old industry and the increasing of labor force in new industries.In order to increase the employment of labor in the process of industrial technological innovation,we need to learn from the experience of history and other countries to find a way to promote the coordinated development of industrial technology innovation and employment growth.Based on the research from predecessors,this paper discusses the theoretical analysis of the impact of industrial technological innovation on employment.And also analyzes the impact of employment on industrial revolution,which is the symbol of industry technological innovation.We found that the employment of traditional industries in the industrial revolution has been greatly reduced and the employment of new industries in the industrial revolution has been increased.Faced with the phenomenon of large-scale unemployment caused by industrial technology innovation,many countries in the world basically find ways to solve the problem from the enterprise,industry,system and policy level.Therefore,we try to find solutions through enterprise,industry,economic system and policy level.Several conclusions are made throughout the theoretical analysis in the thesis.Firstly,there are compensation and substitution effect existed between industry technology innovation and employment.Secondly,through the historical comparison analysis,we found that industrial technology innovation will destroy the old industry,during which,it shows more substitution effect.However,the effect of industrial technology innovation to the development of new industries shows more compensate effect.Thirdly,in the short term,China’s industrial technological innovation has a slight inhibitory effect on labor employment.Fourthly,through the institutional comparison analysis,we found that enterprise,industry,economic system and policy level through the property right system and employment system,industrial system,the market system of moderate government interventionin and public employment services to alleviate the problem of labor unemployment,and also increase employment.Based on the above conclusions from researches,we summed up the following four aspects of enlightenment:The following four aspects of the revelation:through the industrial structure policy,industrial technology innovation policy,public employment service policy and enterprise financial support policy to promote labor employment.
