This paper studies the development of rural compulsory education and the changes of the relationships among the state, local governments and the rural community.By applying the theory of the transformation of public goods supply system, this paper finds that the cumminity provides the powerful support for the rural compulsory education through the analysis of the history and the main bodies of investment. The basic main body of the compulsory education supply has experienced 3 stages: the community, the township governments, and the county-level governments; and assumes the gradually ascending trend with central policies put into practical effect; the school becomes independent gradually ; rural compulsory education is developing into pure public goods. The process of carrying out compulsory education in countryside is the process in which a nation is constructing itself, and is also the development of the relation between the country and the society.The path of the supply for compulsory education can be summmarized as:"Dominant supply system transformation"——"Middle diffusion systemtransformation"——"Demand-induction system transformation". Under Chinesecentralization system, all levels of local governments are central government's different levels of agents. Intergovernmental gambling goes in favor of the higher authority government's interest.With villagers' autonomy and the development of economy, certain changes has happened in rural community: the independent strength has enhanced; the interior of the rural community has differentiated; "the collectivization" has changed into "the individuation"; so the community is becoming a new social strength.From the aspect of the supply of the compulsory education, the rural community is the most important supporting factor. This paper is a valuable study that researches community's ability of self- support and the developments of relation between the state and the community.
