Under the background of“double-first class”construction,taking the Hunan province's universities serving local economic and social development as a case study,it is of theoretical and practical significance to study the development of universities in serving local economic and social development.The“double-first class”construction is centered on the integration of first-class talents,based on first-class scientific research,supported by first-class management of education,first-class social service as the driving force,first-class financial investment as the guarantee,and internationalization must be the only way.The“double-first class”construction conludes world-class universities and first-rate disciplines.Higher education institutions serve economic and social development,which provides human resources,intellectual resources,innovation motive force,and cultural source for economic and social development through discipline construction,personnel training,scientific research,think tank services,and cultural inheritance,and injects powerful power into local economic and social development.“Double-first class”construction is closely related to the development of universities in serving local economic and social development.On the one hand,The“double-first class”construction is an important opportunity and avenue for enhancing the ability of Hunan universities to serve local economic and social development.On the other hand,the level of colleges and universities serving local economic and social development is an effective standard to test the effectiveness of “double-first class”construction.From the perspective of Hunan's colleges and universities serving the local economic and social development,we have achieved a new level of discipline construction,a high level of scientific research achievement,an increasingly powerful talent team,an increasingly sophisticated innovation platform,and an in-depth cooperation between school campuses and enterprises,however,we have to face witha bad fit between local economic development and strategic layout,a disconnect between talent training mode and innovation and entrepreneurial needs,a low level of transformation of scientific and technological achievements into practical productivity,weak construction of think tanks,and inconspicuous role of cultural heritage.The main reasons for the problems existing in Hunan's universities and colleges in serving local economic and social development are: incompleteness of relevant government policies and regulations,inadequate implementation of autonomy in colleges and universities,lack of self-adaptation mechanism in colleges and universities and incomplete social assessment system.Hunan Province's colleges and universities serve local economic and social development under the opportunity of “double-first class” construction.It is not only necessary for colleges and universities to work hard,but also for government promotion.Colleges and universities should improve the supply of services for local economic and social development,and build a transformation mechanism and feedback mechanism to serve local economic and social development.The government should optimize the strategic layout of higher education and help innovation in personnel training models,promote thetransformation of scientific research achievements in colleges and universities,promote the construction of university think tanks,promote the inheritance and innovation of culture from universities,and provide basic guarantees,human support,innovation motivation,intellectual support,and spiritual support for universities to serve local economic and social development.
