Research On The Construction And Development Of Local High-level Universities In Anhui Province Under The Background Of "Double-Class"

In 2015,China decided to implement the "double first-class" construction,marking the beginning of a new stage of development in China's higher education.The "double first-class" construction is the inheritance and innovation of "211 Project”and“985 Project”,which provides new opportunities and challenges for the development of local colleges,especially local high-level universities.With the implementation of "double first-class" construction,all provinces and cities have set off a new round of construction of local high-level universities,which has brought a high degree of pressure on Anhui Province.Local universities in Anhui Province have strengthened their connotative construction and improved their comprehensive competitiveness.More urgent,and local high-level universities are not only an important carrier for improving the comprehensive strength of higher education in Anhui Province,but also a key engine for Anhui Province to realize the transformation of higher education provinces to higher education provinces.Only by building local high-level universities as a breakthrough can we Promote the early realization of the goal of high education and strong provinces in Anhui Province,and lead the development of regional economic and social development in Anhui Province.The local high-level university in this study mainly refers to the high-level universities that have the characteristics of high level,locality and characteristics,except for the provincial local colleges directly under the Ministry of Education,with the mission of serving regional economic and social development.The high level mainly includes the dimensions of education quality,teacher strength and scientific research level.The locality is mainly reflected in the ability to serve local regions,including the transfer of scientific research results and the regional flow of undergraduate graduates.The characteristics are mainly reflected in the featured disciplines.In terms of construction,it includes the national key disciplines of universities and provincial key disciplines.Based on this,the research system sorts out the development history and construction foundation of local high-level university construction in Anhui Province,and understands the current situation of local high-level universities in Anhui Province.Then,from the perspectives of the government and universities,on the one hand,the relevant regulations promulgated by Anhui Province The "double first-class" policy is compared with the contents of the relevant policy documents of Jiangsu,Zhejiang and Shanghai.On the other hand,some sample universities in Anhui Province and Jiangsu,Zhejiang and Shanghai are selected for comparative analysis,and then the local high-level universities in Anhui Province are in the process of construction.There are still problems such as the unbalanced development of higher education,the relative lack of quality resources in higher education,the relatively weak level of high-level teachers,and the unclear characteristics of discipline construction.Finally,according to the current construction status and existing problems of local high-level universities in Anhui Province,from the two dimensions of government macro and university micro,the strategies and paths of local high-level university construction in Anhui Province are pointed out.First,at the macro level of the government,we should innovate management systems and mechanisms,implement and expand the autonomy of colleges and universities;innovate the model of higher education,optimize the structure of higher education;adhere to the concept of misplaced development,strengthen the construction of diversified evaluation systems;improve the personnel management system,and introduce And retain high-level teachers;combine regional special resources to coordinate planning construction;secondly,from the micro level of the university,scientifically position the school to achieve differentiated development;adhere to the introduction and training,create a first-class faculty;based on local coordinated development,create The characteristics of the disciplines;promote the cooperation of industry,university and research to improve the efficiency of higher education;attach importance to undergraduate education,and create "first-class" with characteristics.
