The Research Of The Construction Of Local High-level University Based On The Strategy Of "Double First-class" In Hebei Province

The strategy of“Double First-Class”is a whole new plan which provides new opportunities and possibilities to local colleges and universities in particular to the high-level colleges and universities.As the country promulgated the general plan of the strategy of“Double First-Class”,lots of colleges and universities launched the high-level colleges and universities program,the special support policies introduced one after the other,setting off a new round boom of provincial high-level universities construction,which brought external pressure and urgency of Hebei province.In addition,with the strategy of making Hebei province to be an educationally powerful province getting promoted,enacting the plan of getting Beijing-Tianjin-Hebei grow increasingly integrated,and carrying out the strategy of“Double First-Class”,it is becoming increasingly important and urgent for the universities in Hebei province to strengthen the mode of intensive development,and the quality,even to enhance core competitiveness.Among them,the construction of high-level universities is the key to making Hebei province to be an educationally powerful province also the key to the strategy of“Double First-Class”.Only when setting the construction of the high-level universities as a start,can we raise the quality and the level of higher education in the whole province.The local high-level university of this study refers to the local,with "domestic first-class,internationally renowned" for the school positioning,that the local economic and social development model to lead the role and improve regional service capabilities for the mission,and has a strong overall strength of the distinctive high-level university.The main analytical dimensions are local,high level,distinctive and comprehensive strength.Local is mainly reflected in three aspects: due to land,mainly by local support and for local social services;high level is mainly reflected in the school positioning and education quality;distinctive features mainly reflected in the discipline construction,especially the characteristics discipline construction;comprehensive strength is reflected in the social influence,school conditions and historical basis.Based on this,this study focuses on the present situation and problems of the construction of high level universities in Hebei.Combing the development of high-level universities and analyzing the current situation of high-level universities in Hebei Province,we can draw conclusions:higher education layout structure is irrational,higher education lacks high quality resources,higher education funding is not enough,high level teachers team strength is weak,discipline construction is lack of local characteristics and regional social service capacity is not strong.Finally,based on the problems,we put forward some strategies of the construction of high level university of Hebei province: firstly,the government innovates development mode of higher education,optimizes the layout structure,strengthens the dynamic management and performance evaluation,introduced and cultivates talents,constructs high level teachers team,docks area development needs closely,and strengthens the development of subject characteristics and connotation;secondly,the universities and colleges deepens the comprehensive reform,innovates management system,strengthens the construction of characteristic disciplines,adheres to lead the culture simultaneously,and improve the overall level of teachers;thirdly,the ecological environment of higher education should be optimized.The high level university construction is not a own task,it need to rely on the whole higher education system.Therefore,the ecological environment of higher education should be improved actively,first-class system of higher education should be constructed.
