| What exactly is civic education for? This is a key question.Only by clarifying the purpose of practice can we find out the direction of progress and grasp the law of development.Therefore,in the view of the problem of civic education,we must sort out its purpose.This paper holds that the purpose of civic education is the rule of law,and the concept of bridge between the two is democracy.Civic education provides participants in democratic practice,and democratic participation is the cornerstone of the rule of law.On the basis of this logic,it is easier to find out where the problem lies and how to plan the way forward by looking at the current situation of civic education in China.This is the contemplating basis of this article,namely,in the perspective of the rule of law in China to conduct a study of civic education.To solve this problem,the following basic concepts must be clarified.They are citizenship,civic education,democracy,the rule of law and so on.Therefore,the first part of this paper is about the concept of civic education in the perspective of the rule of law in China,which contains three parts.The first is the rule of law.This paper deconstructs the rule of law on the basis of the concepts of "good law" and "good governance",which have been frequently mentioned in the documents of the Party in recent years.The second part is about citizens.This article mainly comb citizens and nationals,citizens and people and other confusing concepts to clarify the concept of civic education.The third part is the relationship between civic education and the rule of law,in which the connection point is with democracy,which is also the core logic of this paper.After defining the basic concept,it is obvious that China’s civic education started late and developed slowly because of historical reasons and cultural environment.The western developed capitalist countries have formed a set of effective legal system and their own characteristic civic education system.Therefore,the second part of this paper firstly analyzes the civic education in the mainstream western countries from the three time dimensions of ancient,modern and modern.Then taking the founding of People’s Republic of China as the node to analyze the practice and research of civic education in China.On the basis of combing the Chinese and foreign civic education,this paper makes a comparative study on the Chinese and foreign civic education from the aspects of content,form and value orientation.The third part returns to the perspective of the rule of law in China through the comparative analysis of Chinese and foreign and historical context extrapolation.This paper believes there are two main problems in China’s current civic education.One is the theory of mere education,which is that civic education is only a pedagogy content,but neglects this is a huge system project which needs the participation of family,school and society.The other is the gap between reality and education,which is reflected not only in the logic from civic education to democratic participation and then to the rule of law society,but also in the reverse impact of the rule of law society on civic education.The reality of the degree of rule of law not only depends on the supply of talents and intellectual support of civic education,but also provides protection for the development of civic education.The fourth part of the paper is the exploration of Chinese civic education.The paper holds that the most important thing is to combine the concept of civic education,which originated from the West,with the local resources of China,and to cultivate a path of socialist civic education with Chinese characteristics.The paper believes that the most valuable local resources are two.One is the current perfect and efficient ideological and political education system and the other is the traditional Chinese moralculture system.Therefore,this paper holds that the socialist citizen road with Chinese characteristics is based on the leadership of the Communist Party of China as the fundamental guarantee,taking social participation as the main content,and aiming at setting up an independent civic education curriculum. |
