Since the reform and opening up,with the rapid rise of the economic level,compulsory education in China has made great progress.However,due to the historical factors such as the two element structure of urban and rural areas,the tendency of education policy,and the imbalance of economic development and other historical factors,there is a big gap between compulsory education in China,among regions,between schools and between urban and rural areas,especially in rural areas.With the popularization of compulsory education,the main contradiction of the development of education has gradually changed into the contradiction between the people's pursuit of high quality education and the shortage of supply.The unbalanced development of compulsory education between urban and rural areas has also gradually aroused the attention of the government and the community.The unbalanced development of compulsory education between urban and rural areas is not conducive to the construction of a harmonious society,and may even lead to a series of social problems.Therefore,it is one of the problems that our government needs to solve to promote the equalization of compulsory education between urban and rural areas.Through collecting and consulting documents and materials,this paper analyzes the current situation of balanced development of compulsory education at home and abroad and in Hainan province.By empirical research,this paper analyzes compulsory education problems and reasons of non balanced development of Hainan urban and rural.Through questionnaires and field investigations,the evidences are supported.And combining the current situation of the development of compulsory education between urban and rural areas in Hainan province and the experience at home and abroad for the development of urban and rural compulsory education development in Hainan Province,the writer puts forward feasible suggestions and measures.This paper is divided into five parts:the first part is the introduction,including the research background and significance,research status,research ideas and methods,and it points out the direction for the writing of this thesis.The second part is the basic concepts and related theories,mainly on the concept of compulsory education,balanced development of compulsory education,such as the definition,and expounds the public goods theory,education equity theory,theory of urban and rural areas,and it provides a theoretical basis for this article.The third part is the research on the evaluation index system of the balanced development of compulsory education between urban and rural areas.The fourth part is the current situation of Hainan compulsory education balanced development between urban and rural areas.The fifth part is analysis on the causes of unbalanced development of compulsory education between urban and rural areas in Hainan.The sixth part is the author' s suggestions for the Hainan provincial government to promote the balanced development of compulsory education between urban and rural areas.
