The reform on basic education management system is an important content of basic education reform.Different countries have carried out an exploration about the decentralized basic education management system since 1980s.The main purpose is to reform the bureaucratic system,streamline the redundant education and ministration and redistribution of the central and local powers.Leading education administration system to democratization,scientific and professional development,and ultimately enhance the quality of learners on the basic education stage.Basic education management system in Thailand is similar to its national administrative system,from the highly centralization to democratization and decentralization.Thailand had demonstrated its management system of basic education features as follows:firstly,It has a three-grade management model running by nation,educational service area and school.Secondly,setting up independent institutions to supervise basic education;Thirdly,establishing national standards to provide funding and quality assurance for basic education;Fourthly,Implementation school-based management to increase school autonomy,encouraging parents,communities and societies to participate in the management of basic education at the same time.Finally,both the curriculum and the personnel management are focus on the relationship of central and local level.The basic education management system in Thailand has significantly change after decentralization,but there are still many problems worth further study.
