Research On Performance Evaluation And Promotion Strategies Of Scientific Research In Heilongjiang Universities

Institutions of higher learning are an important place for scientific research output,and scientific research results have an important impact on the economic development of their related areas.The chain of production,learning and research decides that the scientific research level of universities in a region will affect the future economic development of the region.In addition to providing talent training,institutions of higher learning can provide high quality scientific research results.High quality scientific research results can be applied to the region's actual production and living areas,thus promoting the economic development of the region.However,education is a scarce resource,and how to use the limited resources to play a greater value,which is related to the development prospects of regional colleges and universities and the development of the region itself.To achieve sustainable and high-quality research results,universities in Heilongjiang need to continuously adjust the input of scientific research resources and output.In other words,we should pay close attention to the efficiency of scientific research.Therefore,selecting scientific,reasonable and effective methods for performance evaluation of universities in Heilongjiang is conducive to the rational allocation of higher education resources in Heilongjiang,and promoting the healthy development of regional universities.In this paper,the previous research and related materials have been carefully combed.Through the past research,this paper summed up the relevant concepts and scientific evaluation methods.Through sorting out the research data of universities in Heilongjiang Province,the input and output classification of current scientific research information in Heilongjiang province has been done,and the corresponding classification has been statistically analyzed,showing the related changes in Heilongjiang's scientific research input and output in recent years.Secondly,a scientific and reasonable evaluation model of scientific research performance in Heilongjiang colleges and universities is constructed.According to the principle of establishing the scientific evaluation index and drawing on the previous research results,a reasonable evaluation index system has been established.The scientific evaluation model is used to evaluate the scientific research performance of colleges and universities in Heilongjiang province.The colleges and universities in Heilongjiang province are analyzed and evaluated according to the classification standards of level and type.The evaluation results show that the utilization rate of scientific research resources in Universities in Heilongjiang is different from those in different universities,and there are also great differences between universities.The utilization of resources lies in the fact that some colleges and universities invest too much in resources and decrease in scale,resulting in a waste of resources.Some universities are increasing in scale and lack of resources.At present,the situation of universities in Heilongjiang province has led to the lack of the most reasonable utilization of the resources of Heilongjiang province.In view of this,this paper puts forward four suggestions,including expanding talent team,rational resource utilization,giving full play to the characteristics of universities and establishing evaluation system,which provides feasible suggestions for the future rational development of scientific research performance in Heilongjiang universities.The innovation of this paper is,first of all previous research in establishing evaluation model of scientific research performance evaluation is often only a point in time,and the performance of scientific research is in a dynamic state,and research the performance of a point in time does not necessarily represent the actual level of him,prone to high special circumstances or too low.Through a comprehensive analysis of data in six years,this paper eliminates the probability of abnormal data occurrence.The evaluation of universities is more objective and scientific by the average level of the university instead of a time point.Secondly,the previous research on Heilongjiang is too early and the data are outdated.In this study,we use the latest data to make a scientific analysis of the scientific research performance of Heilongjiang universities,and update the data base of the evaluation.This study is of guiding significance for the future development of Heilongjiang provincial government and colleges and universities.
