With the globalization of higher education and the continuous development of marketization,the University of China is in a special time node.At the international level,the global optimization of university resources has brought about the intense international competition in universities.In China,the construction of the "two-class" university has brought about the reconstruction of the Chinese University's power structure.These circumstances undoubtedly highlight the coexistence of opportunities and challenges.How to grasp the opportunity,stand out in the competition,or to return to the promotion of the competitiveness of the University.The reality and history show that scientific research is the core of the construction of University competitiveness.To improve the competitiveness of the University,we should start from improving the scientific research strength of the University.Therefore,scientific research activities are highly valued by most colleges,especially those of key universities.Therefore,various policies and systems for scientific research management have been formulated and implemented,including research performance appraisal system,research project management system and research fund management system.In order to achieve the effective incentive to teachers' behavior and realize the maximization of the output of scientific research results.Research on teachers behavior of these policies has a great driving,significantly enhance the level of the number of university scientific research achievement,but also brings high cost and resource waste,inhibit the high quality of academic achievements,destruction of the university academic environment.One of the reasons leading to this phenomenon lies in the management of scientific research incentive incompatibility phenomenon,namely the implementation of behavior research management policy and system in teachers from organization to maximize the benefits of track,and the tendency of individual benefit maximization,the pursuit of quantity reward preference,"Duanpingkuai" orientation and other utilitarian behavior.These actions not only run counter to the long-term goals of the University's sustainable development,but also directly corrode the academic reputation and core competitiveness of the University.The reason for this incompatibility is not only related to the influence of teachers' behavior characteristics and social environment,but also to the management behavior of university organizations.The erosion of academic capitalism plays a decisive role in scientific research management.In order to eliminate or reduce incentive incompatibility in university research management,university governance should try to find and establish incentive mechanism consistent with teachers' interests and organizational interests.Through by the experience of scientific research system in American universities and academia existing 3 path approach,This study realize that the incentive compatibility from exploring the internal needs of teachers and reduce the research results and monetary rewards directly linked to other way,pay attention to reputation motivation,encourage basic research,suggestions on scientific evaluation mechanism design,paying attention to the scientific research management etc.aspects.
