It has been 2 years since the Universal Two-child policy came into effect,and it's also the first year that the overall effects of the policy appear.The national birth was 17.23 million in 2017,0.63 million less than the same period last year,of which the second child accounts for over51.2%.For the first time,the second child has a higher birth rate than the first child,the effects of the Universal Two-child policy to encourage child birth has begun to show.However,it's obvious that the overall fertility rate has been declining.Considering so many and frequent encouraging policy to child birth,the fertility rate however has been decreasing.That is why the study proposes to pay attention to the maternity protection of career woman of childbearing age.In order to thorough analyze the issue,this study mainly focuses on the pressure of women and fairness of the devotion as the starting point.Taking the Empirical research method,we send questionnaires to women of childbearing age in Shaanxi province,to use existing literatures and questionnaire data for analysis and comparative studies,to explore the deep reason of women of childbearing age denying to have a baby.The paper uses Public Policy P& L Compensation Theory and Social Security Theory,to discuss the existing problems in maternity protection system and policy-making.From the view of policymakers,the paper proposes maternity protection to career women of childbearing age under the Universal Two-child Policy.In theory,it aims to enrich the theory of Public Policy P & L Compensation and Female Social Security,and in reality,it aims to construct a better social system circumstance matching fertility encouraging policy,to well protect women's child-bearing rights under the Universal Two-child policy,to avoid further gender inequality resulted from inadequate supporting measures.
