Research On Employment Promoting Function Of Unemployment Insurance In Beijing

The issue of employment and unemployment has always been the concern of the people.The report of the Nineteenth Party Congress pointed out that we must achieve higher quality and fuller employment,focus on resolving structural employment conflicts,and improve the unemployment insurance system.In recent years,China's economy has entered a new stage of development,the employment situation is grave,and structural and cyclical unemployment problems continue to be highlighted.After more than 30 years of development,China's unemployment insurance has gradually improved its basic functions and is playing an increasingly important role in promoting employment.However,there are still deficiencies in the implementation of the employment promotion function.From the angle of unemployment insurance to promote employment,based on the development of unemployment insurance in Beijing,this paper first introduces the background and significance of the research,as well as the concept and theory of unemployment insurance to promote employment,and generalizes the status of the research at home and abroad.Then,from the summing up of the evolution process of the unemployment insurance promotion employment function,the current situation of the unemployment insurance in Beijing and the overall reemployment of the unemployed are introduced.The main ways and specificities of the employment of unemployment insurance in Beijing are analyzed.The status of implementation,combined with an on-the-spot investigation of the reemployment of the unemployed in Xicheng District of Beijing,analyzed the status of unemployment insurance promoting employment function and the problems in project implementation.On the basis of operational status and investigation and analysis,it confirms the effectiveness of unemployment insurance in promoting employment,summarizes the problems and causes of unemployment insurance's role in promoting employment,and combines the latest policies to clarify that unemployment insurance promotes employment.Development trends and ideas have put forward corresponding suggestions and countermeasures in optimizing institutional design,improving incentive mechanisms,and implementing specific projects.
