The Influence Of Unemployment Insurance System On Promoting Employment

As a global problem hindering economic development,unemployment is an inevitable challenge to China,the world's largest developing country with the largest population.As China enters the final year of the 13 th five-year plan,the final year of building a moderately prosperous society in an all-round way,and the final year of poverty alleviation,it is an important step for China's economic development and social stability to give full play to the important role of social unemployment insurance in stabilizing employment,reducing unemployment and ensuring people's well-being.In addition,when facing the sudden outbreak of COVID-19 at the end of 2019,the whole society faced with the plight of determination to keep factories and workers idle,and unemployment insurance to protect life feature back on to the people in the line of sight,but many enterprises due to liquidity problems in epidemic failure caused a large number of unemployed workers,college graduates employment problem,how to improve the response to these problems of the emergency response mechanism,is the efficiency of the unemployment insurance system in China with the advantages of socialist system.Since2019,in response to the relevant social unemployment insurance policies issued at the national level,Anhui province has taken active measures to ensure the implementation of the work of stabilizing the post of unemployment insurance,which has played an important role in effectively realizing the transformation of China's unemployment insurance system from "basic insurance" to "promoting employment".Through fiscal,tax and other policies,while ensuring the efficient operation of employing enterprises,we will further improve the rights and benefits of workers after they participate in unemployment insurance,and take multiple measures to help the unemployed find new job opportunities.Combined with relevant policies,it actively contributes to poverty alleviation,so as to promote and improve the overall unemployment insurance system in Anhui province and even in China,and promote the development of the social unemployment insurance system in China to maturity.From the perspective of promoting employment of the unemployment insurance system,this paper summarizes the development of relevant unemployment insurance systems in China and Anhui province,selects relevant effective indicators,and conducts a comprehensive analysis with factor analysis method after a preliminary description of thedevelopment situation and specific data.To is an objective,scientific comprehensive evaluation,this article selects: enjoy rate rates of unemployment,unemployment insurance,unemployment insurance,unemployment insurance per capita cumulative balance,employment rate,the unemployment insurance fund and unemployment insurance fund income per capita,per capita spending seven indicators to evaluate the unemployment insurance system in Anhui province and found some problems as follows: unemployment insurance rate,the low benefit rate,fund use efficiency is not high,employment training and inadequate propaganda,service measures,its reason may exist,with each aspect of unemployment insurance operation of professional management,imperfect incentive and supervision mechanism,etc.Combining with some foreign experiences in the development of unemployment insurance system,this paper starts from strengthening the legislation on promoting employment and institutionalizing the employment orientation of unemployment insurance.We will optimize the income and expenditure of unemployment insurance funds and improve the material basis for promoting employment.To professionalize vocational skills training and promote the matching of workers' jobs;To realize the multi-channel supervision and management mechanism,and to optimize the operation efficiency of unemployment insurance in four dimensions(legalization,fund revenue and expenditure,employment training,personnel and post matching,supervision and management),countermeasures and Suggestions are put forward,so as to make a small contribution to the improvement of the development of China's unemployment insurance system.
