Research On The Efficiency Of Beijing Unemployment Insurance Promoting Employment

The report of the 19 th National Congress of the Communist Party of China pointed out that employment is the biggest livelihood of the people.We must work hard to establish a sound employment promotion policy system,adhere to the active employment policy,extensively carry out vocational skills training activities,encourage entrepreneurship to drive employment,and provide a full range of public employment services.Achieve higher quality and fuller employment by improving the unemployment insurance system.It can be seen that the establishment of a sound employment policy system is an important task to promote high-quality employment,and giving full play to the employment promotion function of the unemployment insurance fund provides a material basis for improving the employment promotion policy system and achieving full employment.From the perspective of the employment efficiency of the unemployment insurance fund,this paper firstly defines and theoretically expounds the employment insurance expenditure,the efficiency of employment promotion,and the research basis,and summarizes and sorts out the existing research results.To lay the foundation for the smooth development of this research.Secondly,on the basis of sorting out the employment policy of Beijing,the Beijing unemployment insurance fund expenditure is divided into protective employment expenditure,market employment expenditure and strategic employment expenditure.On this basis,the Beijing unemployment insurance fund in recent years.The employment promotion situation was analyzed.Thirdly,the evaluation index system of unemployment insurance fund to promote employment efficiency is constructed.The Beijing unemployment insurance fund promotion employment related indicators are selected from 2005 to 2015,and the data envelopment analysis method is used to evaluate the employment efficiency of Beijing unemployment insurance fund.Analysis,and then draw the following conclusions:(1)The factors affecting the comprehensive efficiency of unemployment insurance to promote employment have a phased characteristic,which was greatly affected by the scale efficiency in the early stage,and was greatly affected by the pure technical efficiency in the later stage,indicating that the current stage is not suitable for further adoption.Improve the level of expenditure to improve the efficiency of employment;(2)unemployment insurance to promote employment of pure technology has a high sensitivity,pure technical efficiency is generally higher,but is susceptible to management and resource allocation adjustments,Moreover,the fluctuations after the impact are large,indicating that a smooth improvement of the expenditure structure will be more conducive to improving the efficiency of employment promotion;(3)The overall level of unemployment insurance promotion employment efficiency is high and stable.With the development of the policy system,the scale of employment insurance for unemployment insurance has stabilized,and the efficiency of employment for unemployment insurance has also developed steadily.In combination with Beijing unemployment insurance to promote employment status,this paper proposes the following policy recommendations:(1)strengthen the budgetary arrangements for employment funds to ensure moderate growth;(2)optimize the structure of capital expenditures and strengthen supervision;(3)establish and improve the monitoring and evaluation of employment unemployment status The mechanism provides a reference for the fund's employment promotion plan;(4)Improve the lifelong vocational skills training system for workers and guarantee active employment expenses.
