Building a great power of education is the basic project of the great rejuvenation of the Chinese nation.Putting education in a priority position,promoting the integrated development of compulsory education in urban and rural areas,paying close attention to rural compulsory education,and narrowing regional disparities are goals pursued by the modern government,and it is also an unshirkable responsibility of the modern government.The increase in the level of equalization of basic public education in the region requires the central government to provide financial support.It also requires local governments to increase education spending.The analysis of the measure of the level of equalization of basic public education in our country and the analysis of its influencing factors can,on the one hand,continuously improve the level of education equalization in our country so that our citizens can enjoy equal rights to education and receive approximately equal public education services;on the other hand,it contributes to the formation of The social values of fairness and justice,narrowing the gap between different classes,ensuring that all members of the society share economic achievements,and promoting China's stable and healthy development.This paper uses equalization as the core concept,and uses normative analysis and empirical analysis methods to systematically study the issue of regional equalization of basic public education in China.Firstly combing the domestic and foreign literature,expounding the concept of equalization of basic public education and related theoretical basis;Secondly,analyze the status quo of the scale and structure of basic public education in China,and analyze the causes of the unequalization issues.Thirdly,based on previous scholars' research,establish an index evaluation system for the level of equalization of basic public education,and analyze the basic public Education equalization factors;Finally,combined with empirical analysis,In order to continuously improve the level of equalization of basic public education in China,a series of optimization measures are proposed,including three major aspects: clarifying the responsibility for fiscal investment,improving the fiscal revenue and expenditure system,clarifying the government financial relationship,optimizing the transfer payment mechanism,and building an educational legal system to improve education.service system.
