Research On The Strategies Of New-type Professional Farmers Training In Heilongjiang Province

Farmers are the main body of promoting agricultural modernization and building a new socialist countryside.Heilongjiang Province,as a major agricultural province,will increase the training of new-type professional farmers,which will help ensure the country's food security and the effective supply of agricultural products,and help promote the transformation and upgrading of modern agriculture,and help build a new agricultural management system,and help accelerate the modernization of agriculture process and so on.The survey found that the training of new-type professional farmers in Heilongjiang Province failed to reach the level of “integration”,and was unable to meet the growing training needs of farmers,and there are problems of the training service supply lags and the training target “fragmentation”.These problems are mainly manifested in the imperfect education and training system,loose and disorderly training,poor training facilities,single training mode,old-fashioned training content,and uneven acceptance and weak training awareness of farmers.Starting from the new requirements of farmers by the development of modern agriculture,the paper comprehensively analyzes the main factors affecting the training of new-type professional farmers in Heilongjiang Province and draws lessons from the advanced experience of domestic and foreign professional farmers in training.Finally,the paper puts forward a series of strategies and suggestions to strengthen the supply of new-type professional farmers training service and solve the problem of “fragmentation” of training targets in Heilongjiang Province.Strategies and recommendations are as follows: we should clarify the main body of training and construct a “one primary and many secondary” training system;we should increase investment in public welfare and efficiently integrate training resources;we should innovate training methods and enhance “local” training capacity;we should enrich training content to meet the needs of farmers and markets;we should choose outstanding teachers and establish a high level of teaching staff;we should establish specialized Departments to strengthen supervision and management work;we should strengthen rural education to improve the overall quality of farmers;we should step up publicity efforts to raise farmers' awareness of subjectivity;we should strengthen policy support and encourage farmers enthusiasm;we should strengthen research and stratification training.We hope these strategies and suggestions will provide intellectual support for the training of new-type professional farmers and provide personnel support for promoting agricultural industrialization and rural urbanization in Heilongjiang Province.
