The Community College is a community-based educational institution that is based on the special needs of local communities and dedicated to providing diverse education and training programs for all community residents to meet their individual needs of development and community development priorities and make contributions to expand educational opportunities.Among community colleges all over the word,American community colleges is undoubtedly the most impressive model with great achievements in the efficiency.Accordingly,based on Governance Theory,the Chinese community college governance model can take its inspiration from the American counterpart.Nevertheless,the academics` attention on Chinese community college governance is inadequate,and the scholarship on American community college governance model with Governance Theory is quite feeble and developing relevant recommendations for the reform in China is rare.Therefore,this paper is of theoretical and practical importance.Through the lens of Governance Theory,the research is conducted by literature reviews,historical analysis,theoretical research,and investigation and to shape the American community college governance model via philosophy,subjects,system and methods and the characteristics,experiences and limitations within each part.The existing problems of Chinese community college governance is rethought then and recommendations for solving the problems are provided finally.So,this research may boost relevant research and make Chinese community college governance scientific.This paper is divided into five parts:The first part is the introduction,which mainly includes the research background,the research purpose and the problems,the significance of the research,literature review,the research methods and the theoretical basis.The second part clarifies the connotation of the community college governance model based on the concepts of governance,community college and model.The community college governance model,serving as the bridge between theory and practice,includes governance philosophy,subjects,system and methods.Specifically,it is a process system in which pluralistic governance subjects connected as an open governance system intervene in community college affairs with diversified governance methods under the guidance of common governance philosophy.The third part briefly demonstrates the development of American community college and its governance which can be divided into three parts.The forth part makes a more comprehensive exposition of the governance model of American community colleges.First,the American Community College has developed governance philosophy system that includes the emphasis on higher education identity,opening up opportunities for higher education;to take an integrated path,to use of diverse ways;community-based,focusing on community pluralism;the ideal of lifelong education,market-oriented role;ensuring teaching quality,enhance the effectiveness of education.Second,the American Community College has developed a plurality of governance subjects,which can be divided into external subjects and internal subjects.Thirdly,the governance system of the American community college is divided into three parts,namely the external system,the internal system and the evaluation system.Fourthly,the governance methods of American community colleges can be divided into two parts: macro governance and micro governance.Fifthly,characteristics,experience and limitations of American community college governance model is summarized.Clarifying necessities of Chinese community college governance and the global vision and local position of community college governance,the fifth part discusses the ideas to improve governance philosophy,subjects,system and methods according to American community college model.
