In recent years,in order to realize the balanced development of compulsory education,the large and medium-sized cities in China have implemented the policy of enrollment of school-age children.In this regard,the academia has carried out a series of studies on the performance of the policy,and has made a lot of achievements.However,the implementation of the existing studies focus on the policy goal stays on the surface,there are few studies from the view of the nature of compulsory education as public goods,to explore the mechanism to achieve the nearest school policy performance system.Therefore,in this paper a system performance based on the new institutional economics analysis paradigm,namely SSP(Situation-StructurePerformance)analytical framework,system research of our city compulsory nearest school policy,so as to promote the research in this field.The study found these :(1)The "Situation" analysis showed that the compulsory education is a kind of quasi public goods that provided by the government and using public finance.But for various reasons,the education quality are significant difference between schools and carried out a variety of competitive behavior that leads to snatch the high-quality compulsory education resources.(2)The "Structure" analysis showed that the government launched the nearby enrollment policy strictly and it standard by household registration,by dividing the area for each school-age children of the legal residence to match the corresponding compulsory education school.It can be seen that the implementation of the policy is a dynamic game process between the education authorities,the schools and the parents,the process is based on the acquisition of highquality compulsory education resources;(3)The “Performance” analysis shows that the aforementioned three party game equilibrium result is that : The dominant strategy of the education sector is strict implementation of the nearest school policy;The school dominant strategy is to cooperate with the higher authorities to strictly implement the nearest school policy(not to accept school-choice students of other area).The dominant strategy of parents is to buy the school's district house to obtain high-quality educational resources,or pay high tuition fees to private school.This is the performance and the formation mechanism of the nearest school policy.In order to test the results of SSP analysis,this paper will takes Honggutan as the research area,and collected 435 valid questionnaires about the public school-choice behavior and desire.The statistical analysis showed that : About 74.94% of the citizen understand and support the spirit of the policy,75.86% of the citizen comply with the nearest school policy arrangements,but 15.86% of the citizen whom was high-income through a legal way of purchase the school district house to choice school.In addition,about13.56% high-income people choose high-quality private schools.Therefore,theempirical results verify the above SSP analysis results.To sum up,China's current urban compulsory education enrollment policy has basically achieve the explicit goal of the public to send their children to school according to household registration requirements.But the policy is difficult to effectively control the school-choice behavior of the high income family in the short term,and the implicit target of the policy(curb unfair education)has not been achieved.As a consequence,It will take times to achieve all the policy objectives,It is necessary for the government to abandon the unbalanced education strategy of priority to the development of a few key schools.
