| Employment is the foundation of people’s livelihood and an important manifestation of regional economic prosperity.Shandong province is the second largest population province in China.Since the central committee of the communist party of China fully liberalized the "second child" policy,Shandong province has added significant new population.At the same time,Shandong economic industrial organization in the traditional steel,chemical and other "high-pressure &high-concentration &low-viscosity" type of industry is given priority to,in the current economic structure adjustment,the traditional industry to capacity big situation,the current operation of the traditional industry in Shandong received influence and impact is bigger,the shortage of jobs.The contradiction between the surplus labor surplus and the shortage of employment in the province has become more prominent in the whole country.Currently in Shandong province is in a traditional industrial structure transformation and critical period of economic system transformation,labor supply contradiction between quantity and quality cannot meet the demand,the employment situation is very grim.In addition,the newly entering the workforce,rural surplus labor force of new labor,rural surplus labor and urban workers unemployed old problems still exist,this specialized subject graduate employment rate is low,new problems such as youth unemployment population increase gradually,thus improve the quality of employment in Shandong province is the top priority to solve the problem of the people’s livelihood,and stable social development of Shandong’s important premise,for solving the employment problem also has important significance.Employment quality contains a lot of content,this article in view of the actual situation of Shandong province as well as the feasibility,reliability and scalability of data and other characteristics,to determine the main content of the employment quality of Shandong province,and based on the publication of official statistics yearbook data,through the principal component analysis to 28 three-level index dimension,builds a includes five dimensions indicators,11 second class indexes and 28 third class indexes of employment quality evaluation system,using the entropy weight method for 15 years from 2001 to 2015 in Shandong province to measure the situation of the employment quality.The results showed that the overall level of employment quality was not high except for the remaining years of 2012,and the quality of employment was low.In the five dimension index scores,employment ability,labor remuneration and employment environment are relatively high,and employment status and labor relations are not optimistic.At the same time,the level of education investment,labor wages,employment service,employment opportunities,the union construction are the important factors that affect the employment quality is low,therefore,to economic development to high employment,high pay,change the way of high consumption development needs as soon as possible through the education reform,improve labor wages,consummate employment services,and increasing employment opportunities in a variety of ways,such as improve the fit of workers and jobs,to meet the basic requirement of the laborer to work,makes the workers able to work as soon as possible to fit and the creation of better economic benefits.This paper tries to in the transformation period under the background of the research in shandong province quality of employment,to explore how to improve the quality of employment has an important significance,moreover breakthrough in an economy more discussion on the mode of employment in shandong province quality research,this article will all workers as a whole,by building conforms to the situation of the evaluation system,to evaluate the quality of employment in shandong province and to explore its influence factors,provides the reference,more targeted for government policy. |
