At the elite stage of higher education,the college entrance examination took a good effect in selecting outstanding freshmen in colleges and universities.However,the high school uniform examination that has been given the evaluation function became “tastelessness” under the enormous pressure of”universal pursuit of higher education rates”.In fact,the high school uniform examination system has also been equipped with a certain selection function at the beginning of the introduction.However,the limited selection function can not prevent the failure of this system design.With the high school uniform examination became a shadow,the higher education rate quickly entered the mass higher education stage.The sharp admission rose rate in the external environment have made it difficult for a single college entrance examination to satisfy the needs of different types of colleges and universities.The high school uniform examination that was replaced by the high school achievement test has the necessity of playing a selection function.High school achievement test can have both evaluation function and selection function in test theory.If there is a good distinction between the corresponding candidates,the high school achievement test can be used to evaluate whether senior high school students are qualified or not,to exert their evaluation function,and also can be used for admission in colleges and universities to play a selection function.In other words,the function of the high school achievement test depends on the purpose and the environment in which the test run.The admission rate in the mass of higher education has increased steadily.It requires that High school achievement test combine with the college entrance examination to strengthen the evaluation function and the selection functionIn 2014,the Implementation plan for the Shanghai and Zhejiang High school achievement test tried to achieve this goal.However,according to the analysis,the design of Chinese,Math,English subjects in the high school achievement test in the Shanghai and Zhejiang programme affects the examination orientation;setting up two examinations to play the evaluation function and selection function individually restricts the function of the high school achievement test;the scientific nature of the graded scoring system needs to be improved.These deficiencies still need to be promoted.Therefore,it is essential to optimize the high school achievement test and the college entrance examination to form a layered college entrance examination system in China.Firstly,the High school achievement test can be divided into two partsexaminations.One is the "General Examination for Exams" tests,which can be used to test high school students are qualified or not and also serves as a basis for admission to non-research institutes.The other is the "Exams for six subjects",which can combine with the college entrance examination Chinese,Math,English subjects as the admission basis for research universities.Secondly,adding grades standard scores,raw scores and even qualitative descriptions in fractional expression is necessary.What's more,It is very important to apply the results to college admissions make the function of selection work,apply the results to the high school graduation qualifications,social employer certification that make the function of evaluation work.In addition,in order to improve the functional transformation of the examination,the operation of the test can be handed over to a professional examination organization.In order to implement the changes in the function of the high school achievement test,we will do a good job in propaganda.
