Research On The Construction And Management Of Laboratory On The Perspective Of New Public Management Theory

With the rapid development of higher education and the construction of colleges and universities in our country’s strong support and funds input, lab has got wide attention from school and society. Laboratory is the important base of all levels of school discipline construction, scientific research and innovation,experimental teaching, and also is the trainning base of applied and innovative talents. Lab plays a very important role in the experimental teaching and talents cultivating, occupies an important position in the construction of school-running features in colleges and school. Institutions of higher learning should constantly adapt to the national demand for talents, establish the morden experimental idea which concludes student-centered, teacher-led, take ability-training as the core, pay attention to cultivate students both practical ability and innovation ability, and promote the coordinated development of students’ knowledge, ability, quality. Make the school as an important base for technological innovation and the cultivation of innovative talents. In recent years, the state and local governments have strengthened the construction and management of laboratory in colleges and school, and formulated a series of principles and policies accordingly. Laboratory of colleges and universities, as an experimental teaching or scientific research base, production test, technical development, is also an important part of school teaching and scientific research, play a decisive role in the comprehensive promotion of quality education, cultivating students’ innovative spirit and practical ability, is the cradle of cultivating creative personnel. However, in terms of current situation of laboratory construction and management in Colleges and universities of our country, some problems still exist. To adapt the need of cultivating talents of creative ability and practice ability, improving teaching quality of experimental course and the management level of the labotatory is necessary. The theory of new public management as a kind of public management theory and pattern, which emerged in1980s and provides a new perspective for the establishment of a modern laboratory, this paper based on the public management theory and its applicability in the field of education, based on our national conditions, try to explore the suitable method for laboratory construction and management in Colleges and universities in China, which aims at promoting college students’ practice and innovation ability comprehensively, so as to provide strong support to improve management of laboratory and university.The theory of new public management is a new theory appeared in England, America, New Zealand and other western countries, which emerged in1980s. As one of the leading thought, the theory of new public management exerts a great influence on the administration reform of many other developed countries and developing countries in recent years, and constantly get development in the countries’practice. The paper tries to based on this perspective, combined with the actual Chinese, explore the suitable reform strategy for our university laboratory construction.
