The Post-new public management includes the new public service theory,the whole-of-government theory and the governing by network theory.The emergence of post-new public management has two main reasons.Firstly,the new public management theory has many contradictions and deficiencies in practice.Secondly,the post-new public management theory has gone beyond the new public management theory in terms of democratic values,changing roles of civil servants,changes in organizational relationships and organizational integration.There are many problems in the school management under the new public management theory.For example,school administrators lack a sense of service,school management subjects such as teachers,students,parents and community participation in school democratic management is not high,school organization fragmentation problem is serious and so on.From the perspective of post-new public management theory,the reasons for the formation of school management problems can be summarized as the following three aspects.The first is the school administrators take too much emphasis on "official standard",the second reason is the lack of democratic values of school management subjects,and finally,the traditional organizational structure of the school is not conducive to the development of school management.In order to solve these problems,this paper puts forward the improvement strategy with the new public management theory.First of all,the school administrators should to change the role from the administrator to the servant.School administrators should have a willingness to contribute,should to establish a sense of service,should to take the responsibility for promoting democratic participation.Secondly,we should expand the democratic participation in the process of school management,school management should be a "moral" management.And we should strengthen the citizen education to the subject of school management.Then,cross-border collaboration among school organizations should be strengthened.Achieving cross-border collaboration between organizations requires an enhanced cross-border collaboration atmosphere between organizations,and let the different organizations to seek common ground while reserving differences.Finally,the school needs overall governance so that we can achieve the integration of school bureaucratic level,comply the coordination of functions between school organizations and implement the goal between the school sector and information integration.
