A Study On The Construction And Operation Of Sports Featured Towns In Zhejiang Province

Since Chinese government and Zhejiang Provincial People's Government greatly support the development of sports industry and characteristic towns,the construction of sports featured towns in Zhejiang Province is in full swing.As an emerging product,characteristic town is becoming a new engine to China's transformation and a new carrier of reform and innovation under the new normal.Therefore,sports featured towns also become an important carrier which boosts the development of sports industry and is of great significance to promoting new-type urbanization,the construction of healthy China and supply side reform of sports industry.By using literature research method,field investigation method,expert interview method and case study method and taking personal participation in the construction planning of a sports town during the internship in Rhine Sports intership,the author carried out a research on the construction and operation of sports featured towns in Zhejiang Province.The author considered that construction conditions are mainly composed of economic foundation,spatial conditions,sports cultures,natural environment and capital support.Then the author divided development modes of sports featured towns into four categories,including government leading,project leading,leading company leading and real estate company leading.On this basis,the author selected Fuyang International Sports Leisure Town as an example.In terms of operation,the author summarized the development stages and operation mechanisms of the leisure town and through studying stakeholders during the operation process of the leisure town,proposed that managers of sports featured towns should explore into a new path of co-governance.Facing problems existing in the operation and construction process of sports featured towns in Zhejiang Province,the author put forward some development strategies.Firstly,sports featured towns should strive for more administrative authority and the right of independence and self-government and explore the management mode of PPC;secondly,sports featured towns should stick to the “sports+” strategy and promote the integrated development of sports industry and other industries;thirdly,a scientific and reasonable sports featured town evaluation system should be established and feasible development objectives should be set;fourthly,early intervention in operation is needed to put the idea of people-oriented into the whole construction and development process of sports featured towns.
