Study On The Construction Of New Type Vocational Farmer Training Model

As a great country of agriculture with large population,the problems of "agriculture,rural areas and farmers" have existed for a long time in China.Currently,people are becoming more aware that the problems of "agriculture,rural areas and farmers" heavily affect the social development,economic prosperity and national greatness.In the long run,the farmers' problem is the key problems of "agriculture,rural areas and farmers".The quality of agricultural practitioners is directly related to the improvement of agricultural productivity and the rapid development of rural economy.The central government has proposed to accelerate the cultivation of new type professional farmers so as to train them to become the dominant force in the development of agricultural economy.In recent years,due to the mass loss of rural labor force,the agricultural labor force basis of Hangzhou is becoming weaker and weaker,with the trends of less absolute quantity of agricultural labor force,lower overall education level and higher aging proportion.Therefore,in-depth analysis of the connotations and characteristics of new type professional farmers and the cultivation of new type professional farmers with great efforts will make contribution to the improvement of the quality of farmers,and thus could provide a strong support for the agricultural modernization.Based on this,this study took Hangzhou as an example,and the problems related to the construction of new type professional farmers' training model were studied and discussed,so as to provide the basis and suggestions for promoting the development of new type professional farmers' training.The main results obtained are as follows:On the basis of elaborating the relevant theories of new type professional farmers and their training,instructed by the theories of human capacity and demand hierarchy,the status of new type professional farmers' training in Hangzhou was studied through the questionnaires,interviews and on-the-spot investigations,and the constitute characteristics,the training model,the status and the main problems of the training were investigated.By using Logistic regression analysis model,the factors affecting farmers to participate in the training were studied from two aspects of individual factors and the training system as the results of the questionnaire survey.There're 6 factors influencing the farmers' willingness to participate in training positively,including the education level,the family labor force,the applicability of training methods,the satisfaction degree of the training staff,the satisfaction degree of the training courses and the help to work;while age,gender,personal income,the expected training duration,the expected training sites,and the expected training subjects have negative impacts.Among these factors,the 6 factors of age,education level,family labor force,applicability of training methods,satisfaction degree with training courses and the help to work,are more significant than others.On this basis,this study put forward that promoting new type professional farmers' training through the government guidance,the integration of training resources,fully preparation to highlight the effectiveness of the training,good tracking services by multi-measures.Finally,based on the above research and analysis,the principles,paths,system designs and guarantee systems of the new type professional farmers' training model were put forward.The author thinks that the construction of the new type professional farmers' training model should take govenrnment as the main body,market mechanism as the guide,and polycentric governance as the direction.
