Since the reform and opening up policy, the reform of higher education in our country has made great achievements. The construction of the modern university system is necessary to adapt to the requirements of the socialist market economy. The management system and operational mechanism of colleges and universities are also important. Colleges and universities are responsible for personnel training, scientific research and social service, and the university administrative management is the basis for the realization of these three important tasks. With the accelerated process of China's higher education reform, the scale of development of colleges and universities has been expanding, and the administrative management in colleges and universities has become increasingly prominent. The pressure of the administrative management staff in colleges and universities has gradually increased. At present, more and more college administrative staffs tend to be younger, and the reform of the human resource management system made the administrative staff have more pressures of higher position, higher qualifications and living condition of difficulties. Young executive incentive has become a difficult problem in the development of colleges and universities. Therefore, the establishment of incentive mechanism of university administrators is to strengthen the construction of administrative personnel in colleges and universities. And it is important to improve the scientific level of administrative management in colleges and universities.This paper analyzes how to establish incentive mechanism of the young college administrative staff in S university, and puts forward the urgent need to study and solve problems. Through the analysis of domestic and international overview of motivation theory, questionnaire surveys and individual interviews and other research methods, this paper studies the young executives incentive status and the problems of young administrative staff incentive mechanism, and analyzes how to solve these problems. This paper also figures out the construction principles and the whole frame of young college administrative staff incentive mechanism. Through the above analysis, this paper built the most suitable incentive mechanism to fully mobilize the young administrative staff working enthusiasm, the initiative, and constantly upgrade the comprehensive quality.This paper is divided into five parts. The first chapter introduces the research background, significance, research ideas, research methods, and innovation of this paper. The second part is theoretical summary of the motivation and incentive mechanism. In this part, the core concepts are defined. The third chapter tells us the present situation of incentive mechanism of young administrative staff in S university. It sums up the existing problems, and analyzes the reasons for the existing problems. The fourth chapter tells us the countermeasures of improving the grassroots administrative staff incentive mechanism. It describes the main principles of the incentive mechanism of grassroots administrative staff in S university, and the establishment of incentive mechanism. The fifth chapter draws the conclusion, summarizes the research deficiencies, and looks forward to the future research.
