On Evolution Of Modern Apprenticeship Quality Assurance In Britain

Modern apprenticeship is a new type of vocational education,which combines traditional apprenticeship with school education.Its implementation is a process of multiple subject playing game each other.It involves many stakeholders,such as government,enterprises,schools,apprentices,and so on.The heterogeneity between stakeholders is obvious,so the implementation of modern apprenticeship is particularly difficult,and the quality is difficult to guarantee.China is currently in the exploratory stage of modern apprenticeship.The quality problem is related to whether our modern apprenticeship can be further promoted,the quality of technical skills training as well.Therefore,the quality assurance research of modern apprenticeship should not be ignored.This paper mainly focuses on the quality assurance of modern apprenticeship in British.The main line of the study is in accordance with its history.Based on the systematic analysis of the evolution process,this paper traces the history and reality basis of quality assurance promoted by government in British,and explores reasons and reforms of modem apprenticeship quality assurance.Then this paper analyses the successful experience,in order to provide reference and help for the quality assurance of modern apprenticeship in our country.This paper is divided into six chapters.The first chapter in this paper is introduction.First of all,it puts forward the problems of the research,then makes a literal review of the research status,elaborates the research significance,introduces the related concepts,and finally summarizes ideas,methods,innovations of the research.The second chapter discusses the origin of modern apprenticeship quality assurance promoted by government in British(before 1960).With the development of enclosure movement and the collapse of guild system,the government began to intervene in the apprenticeship in order to meet the realistic needs of autocratic monarchy and poverty relief.The national legislative apprenticeship came into being.In this historical stage,in order to guarantee the orderly development of apprenticeship,the British government began to change the state before,and first intervened in apprenticeship.In the aspect of apprenticeship in management,British government realized a transition from inaction to action,which was the history foundation and important premise of modern apprenticeship quality assurance promoted by government in British.The third chapter discusses the starting-up period of modern apprenticeship quality assurance promoted by government in British(1964-2009).Affected by the economic recession,skill shortages,and youth unemployment,British government focuses on scaling up and increasing the number of apprentices in this period.Nonetheless,as people concern about the quality condition of modern apprenticeship,British government begins to pay attention to the quality.In this historical stage,British government strengthens the standardized management of the modern apprenticeship by means of a series of measures,such as legislation,management organization,funding guarantee mechanism,evaluation mechanism,and so on,which shows the characteristics of strengthening the leading role of government,focusing on expand the size,and beginning to concern quality.The fourth chapter discusses the growth period of modern apprenticeship quality assurance promoted by government in British(2010 to the present).In response to the appeal for social quality,after 2010,Britain government converts training target from take quantity to take both quantity and quality.It continuously increases in thenumber of apprentices,meanwhile actively explores a variety of effective ways to strongly improve the quality of apprenticeship to promote the modern apprenticeship to internal development.In this historical stage,British government increases the number of apprentices at the same time,beginning to focus on qualitative improvement and upgrading.It shows the notable characteristics of "employer" as the dominant factor,the goal of "quality and quantity assured" and as the basis of"humanism".The fifth chapter discusses the historical reference and enlightenment of modern apprenticeship quality assurance in British.Through history of modern apprenticeship quality assurance,government obtains some successful experiences of modern apprenticeship quality assurance,which shows some characteristics,such as from inaction to action,from quantity to both quality and quantity,from government-leading to employer-leading,and from unilateral action to multilateral action.This paper Compares with the development of modern apprenticeship in China,uses British historical experience for reference,which can provide beneficial enlightenment for our government to accelerate the legislation of modern apprenticeship,strengthen financial guarantee,improve organization,strengthen quality assessment and get through ascending channel.
