A Study On Crisis Management Problem Of University Against Telecommunications Fraud

In the 21 st century,as China has entered a period of rapid economic growth,science and technology have become important indicators of economic development.With the advent of the “Internet +” era,the use of smart phones has become popular.Wechat,Alipay,and other mobile phone payment functions such as derivative Taobao,and shared bicycles have also been widely used.Smart phones have become an indispensable tool in public life,but they also bring insecurity to people's property security.With the expansion of colleges and universities in recent years,the scale of the school continues to expand,college students as one of the main use of smart phones,has become a major victim of telecommunications fraud.College students suffer from telecommunication fraud and death.It has also become news reported by media in recent years.The crisis management ability of colleges and universities to deal with telecom fraud is directly related to the safety of students' life and property,and has an important influence on the stable development of society.Under the background of building a harmonious society and a service-oriented government,the research on the crisis management of colleges and universities dealing with telecom fraud has the practical significance of advancing with the times and adapting to the needs of social development.Crisis management originated in the West.China's research in this area started late.Although it has achieved certain research results,there are still many deficiencies.In the long-term theoretical exploration and practice,the crisis management theories of universities in developed countries are relatively mature and perfect,which is of great significance for the improvement and improvement of China's colleges and universities in dealing with the crisis management problems of telecommunications fraud.This study takes the case of "Song Zhenning,a student of Shandong University of Technology,being deceived by telecommunications" as a case study.The students of S universities in Shandong Province conducted a questionnaire survey on the status of telecom fraud,and interviewed the college counselors on the recognition of telecom fraud.This paper tries to analyze the problems existing in crisis management of university administrators whenthe crisis of telecom fraud occurs,so as to find out the countermeasures and suggestions to solve the problems.There are four elements of public safety theory in this paper:government behavior,management objects,management purposes,and environmental characteristics;and three points of social control theory: intrinsic and extrinsic attraction,intrinsic self-control,and external self-control;The multi-agent system theory serves as a theoretical guide,By strengthening education for students' telecom security and forming a multi-department cooperation mechanism in universities,problems in crisis management in colleges and universities can be solved quickly and effectively.As an important constituent member of public organizations,colleges and universities have cultivated and transferred talents for the motherland.The universities in our country are constantly reforming and developing.To cope with the new telecommunication fraud that is constantly being refurbished in the “Internet +” era,universities need to solve crisis management.It is urgent for colleges and universities to solve the problems in crisis management and building harmonious campuses,so as to help college students grow up in a stable and safe social environment and maintain harmonious social development.
