With the coming of the era of knowledge economy,science and technology innovation of universities has become the foundation and driving force for the formation and development of knowledge economy in our country.With the economy regionalization and Higher education popularization,universities possessing the advantage of intelligence,knowledge,information,resources and the capability of technology innovation have become the significant part of national and regional technology innovation system.The level of the scientific and technological capability of universities has a direct impact on the implementation of the universities' function,the perfection and construction of the regional innovation system,which plays an important role in the regional economic growth,social development and technology improvement.This continuous promoting function cannot be achieved by any individual university but through the universities' technology innovation within the region as a whole.Therefore,based on the regional level,through the evaluating of universities' science and technology innovation from different provinces,and analysing thoroughly the developing tendency of universities' science and technology innovation capability,it will be helpful to improve the universities' technology innovation capability,rational allocate the education resources and uplift the regional and national comprehensive strength.This paper includes five chapters.The first chapter is an introduction about the topic basis,the existing relative index,methods and so on.The second chapter constructs the evaluation index system for science and technology innovation capability of regional universities.The third chapter is the evaluation and analysis of the science and technology innovation capability about the regional universities with the projection pursuit method.The fourth chapter studies on the evolution of the science and technology innovation capability about regional universities with the gray comprehensive relation entropy method.The fifth chapter is about conclusions and future perspectives.On the basis of the present achievements,from the system analysis,focusing on the science and technology innovation capability of universities,The main work of this paper is developed from three aspects as follows:(1)This paper constructs the evaluation index system for the science and technology innovation capability about regional universities based on the gray correlation analysis-rank correlation analysis.Based on the system analysis,considering the high frequency indicators in the foreign and domestic authoritative organization,academic conferences and representative literatures about technology innovation capability of universities,this dissertation builds up the index system of science and technology innovation capability about regional universities with the combination method including unobservable method,the gray correlation analysis and rank correlation analysis.The index system can significantly influence the evaluating results and has no duplicate information.The final index system for science and technology innovation capability of regional universities contains 27 indicators.(2)This paper measures evaluation scores for science and technology innovation capability of regional universities and analyzes the reasons for the differences.The weight of each indicator for the science and technology innovation capability about regional universities is solved with the projection pursuit model,which transforms the dispersion degree function of projection score from standard deviations to range function.And the date feature of science and technology innovation capability about regional universities is high dimension,small sample,non-linearity and unknown distribution.From the stability tests,projection pursuit model seemed to be stable and reliable.The evaluation scores model for the science and technology innovation capability of universities is established by the weighted linear combination between the evaluation indicator and its weight.Base on the evaluation scores,the 31 provinces is classifies by the optimal sorting method.From the classification,it reveals that the development of the science and technology innovation capability is unbalanced and has regional differences between the provinces.By the analyzing with Theil index method,the main differential reasons and critical influences is founded.(3)This paper reveals the evoluting and developing trend of science and technology innovation capability about regional universities with the gray comprehensive correlation entropy method.Combining the gray correlation degree with entropy theory,the gray comprehensive correlation entropy method is applied to measure the curve shape similarity and the proximity of the curve distance.Then some basic properties about model are discussed.According to the entropy change,the evolution direction and the dynamic change trend,the main features and problems of science and technology innovation capability about regional universities can be distinguished.The policies are put forward towards the urgent problems to promote the collaborative development of science and technology innovation capability about regional universities.
