The Index Research On Universities' Science And Technology Innovation Capability

With the development of knowledge-based economy,the talents has become the most valuable part of the county's international competitiveness.Strategy of Strengthening the Nation on Talent and Science and technology strategy.are indispensable for the economy development of China.On the other hand,Universities as the main platform of talent agglomeration and Science&technology innovation have played a more and more important role in the nation innovation system.And therefore research on the Science&technology innovation capability evaluation of universities is of great significance.Through analyze the definition and influence factor of the Science&technology innovation capability,the index system was established.The research select sixty-four universities affiliated to the Education Ministry as sample,and analyzed and evaluate their Science&technology innovation capability with the Principal component analytical method.There are six parts divided in the paper.The first part introduced the background and significance of this study,and the study thesis definition and research methods and ideas of this paper.The second part analyzed Strategy of Strengthening the Nation on Talent from the evolution of policy and implementation status,and expounded the present situation of the study on the talent competitiveness of related research at home and abroad.The third part through the discussion of the connotation and significance of university of science and technology innovation,as well as the status and role of university in the national innovation system,formed the main theoretical foundation of this article.The fourth part is Analysis of the domestic and foreign relevant indicators.The fifth part is the establishment of the universities'science and technology innovation capability index system which based on the research of predecessors in this field.Selected the "science and technology innovation suppurations","science and technology innovation investment","science and technology innovation output" and "social contribution "four secondary indexes as the criterion layer,and 35 three-level index.The sixth part,the University of science and technology innovation capability empirical research,selected the deployment of 64 by the ministry of education college,collected the data in 2014-2015,and then ranked them with principal component analysis(PCA) method.
