School bullying is a common social problem in many countries,but it presents different forms and characteristics in different countries.Along with the rising of school bullying in Chinese campus,there is an urgent need for China to propose new countermeasures that can solve the current problem of school bullying creatively.Therefore,drawing on and absorbing other countries' experience,especially the successful experiences of some developed countries that have made breakthrough progress in theory and practice,which will play an important role in the enrichment of theoretical research on the school bullying and the development of practical activities in China.After more than ten years' exploration,the comparative study on school bullying in China has made considerable progress.However,the research subjects are still mainly English-speaking countries.There are issues such as simple repetition,copying of experience,and lack of practical guidance.The author selected Japan as a comparative study object,analyzing and comparing a series of factors related to school bullying closely,here are the conclusions:Firstly,on the definition,Japan focuses on victimized experiences of the victim,defining school bullying from the position of "victim",while China incorporates a single violation into the scope of bullying and adopts the concept of "generalized" bullying.Secondly,in terms of manifestation,in addition to the universal characteristics of school bullying,Japanese school bullying presents characteristics like darkness and collective;In China,school bullying often interacts with social issues,such as left-behind children,and feminine features are highlighting increasingly.Thirdly,in analysis of the causes,the formation of school bullying in China and Japan is affected by common factors,including individuals who are involved in bullying and their environmental factors.At the same time,there are also differential reasons.The overemphasis on Chinese exam-oriented education and the fact that the social transition period are the factors that lead to an increase in bullying,while Japan is influenced by sequence awareness,group psychology,and deformed "forbearance" culture.Fourthly,in terms of prevention and control measures,Japan has established a four-level prevention system of "National-Prefectural County-Municipalities-Schools" to form a consensus on anti-bullying in society as a whole;while Chinese prevention of school bullying still takes the school as the main body of responsibility.,but we have begun to introduce the power of the government,society,and family to carry out comprehensive governance.To learn from the prevention experience of Japan effectively,we cannot stop at the interpretation of the connotation,performance,causes,and countermeasures of bullying in China and Japan.It is also necessary to explore the concrete manifestations and influencing factors of the two prevention differences.The author found that the prevention strategies for school bullying in the two countries are different in terms of position orientation,object of attention,degree of depth,and adoption.The influencing factors include:differences in the level of legal system,material support,and educational administrative systems.Based on hereby,five suggestions are proposed to strengthen and improve the prevention of school bullying in China:First,advance the prevention practice based on the victim's position;second,improve the financial and talent support system for school bullying;and third,improve the public attention of the psychological and spiritual bullying.The fourth is to encourage and support students to participate in bullying prevention and control activities;the fifth is to establish and improve social work patterns.
