"Zombie Community" To "Dynamic Community":Application Of Open Space Conference Technology

Along With the deep development of the socialist market economy and the acceleration of social structure transformation,the malfunctions of "market failure" and"government failure" have become increasingly prominent.The government departments have begun to decentralize some of their functions to the community in order to improve the autonomy of the grass-roots service organizations.At the same time,the third sector was introduced to participate in the management of social services and to work together to make up for the shortcomings in the field of public services and meet the growing needs of the residents of life and culture.Therefore,it is one of the important tasks for the development of civil society to improve the level of voluntary service in the community.However,at present,there are many difficulties in the practice of community voluntary service in China,such as the awareness of voluntary service is not high,the willingness is not strong,the participation rate is too low,and the management of service is administrative,and so on.These problems restrict the development of community volunteer service.The main cause of this problem is the lack of civic management concept and the lack of community governance technology,which leads to the lack of awareness of the participation of the whole people and the lack of governance effectiveness.Based on this,this paper discusses the open space conference technology as a new social governance mechanism,introduces the principles and basic contents of open space conference technology,studies and analyzes the case of local community social organization cultivation,compares the differential development under the application of the traditional cultivation means and open space conference technology in the same community social organization,and unscrambles the revival of community volunteer organization from "zombie community " to " dynamic community".This paper takes the development course of "Yue Hu Little Red Hat Voluntary Service team" as a case study,based on the technology of open space conference to express the interests of the community residents and seek the way to solve the problem.Participation in democratic governance process is the main line and compared with the traditional administrative organization means to further summarize and think about the advantages and future prospects of innovative management mechanism in the process of community social organization cultivation.Under the traditional social management,the community handles everything;community self-organization has no autonomy,lack of vitality,low autonomy ability.The technology of open space conference changes from social workers to people,through empowering residents from passive acceptance to active creation,and through the establishment of voluntary service points system to introduce the spirit and material double insurance incentive mechanism.More prominent residents in community construction in the main position,mobilize multiple forces to participate in community governance.
