Our reform has been cornered and we have stepped into another phase of development. Society management is being challenged by profoundly changed distribution of interests, complexly interlocked social relations and varying needs of people.Different nations unite and fuse in the community, bringing about more diverse demands.Faced with those complicated problems,creative theories of society management are needed to guide the practice of society construction."Open Space Conference Technology"stimulate social groups, enabling the residents to take part in equal negotiation and mutual cooperation.Through the integration of resourcesthe enthusiasm and responsibility of the residents in the community are aroused,the social groups in the community are set up, the volunteer spirits are kindled,the friendly bilateral fusion of the management practice and management structure is formed,and ultimately the virtuous circle of development is reached in the community where different nations live and fuse together.This thesis is backed up by the study of the basic unit:community,spotlighting a particular one in a big city of central China where new and old city zones along with many national minorities coexist.In the terms of "micro issues" that are shared by Hui and Han,their needs are to be satisfied through the application of "Open Space Conference Technology".By completing the coherent projects of "collecting micro issues","democratic negotiation ","democratic decision making","reaching micro convention","creative charity activities","establishment of volunteering club","guidance of sustainable development of charity"and"participatory project assessment",the conflicts between floating minorities and the resident minorities will be eased;the barriers between Hui and Han will be lifted;the public awareness of residents will be aroused;Hui and Han in the community will be inspired to get involved in the community affairs and work on public issues together;both sides will actually progress in the ability to volunteer in the community voluntary event;the residents' capacity for self-service, self-management,self-education and self-supervision will also grow.In the light of grassroots social administration construction,the "four one"form has been taken to encourage the ethnic fusion inside the community: one bilateral-service and resource-connecting platform of ethnic unity to build the institution of the integration of resources;one propagandizing battle of the ethnic culture-integration to inherit national cultures through advanced media;one base for the ethnic service organizations to develop and form the mutual system;one communicative center for talents from every nation to make a difference and get united.All in all,it is a beneficial attempt for the ethnic fusion to solve the possible problems,promote bilateral trust and enhance the relationship and cultural communication between Hui and Han.
