Research On The Path Of Social Work Organizations Intervening In The Operation Of Urban Community Public Space

Community public space,as the platform of residents’ daily life and the carrier of community public activities,is an important place to meet the needs of residents’ recreation and entertainment,but also the main field to realize community co-construction,co-governance and sharing.In recent years,with the improvement of the quality of urbanization development and the downward shift of the focus of social governance,community public space has gradually become an important position of community governance.However,at present,most community public Spaces focus on hardware construction rather than operation and management,and the space utilization rate is low,which is difficult to meet the diversified needs of residents and fails to play its due social value in community governance.Based on the analysis of the necessity,advantages and functions of social work agencies’ involvement in the operation of community public space,this paper takes the operation of ALY public space in A community development center in Chengdu as an example,and conducts research by using participatory observation and semi-structured interview methods.It is found that the operation cost of ALY public space is too high and the development is not sustainable.The operation mode is aging,the space is not popular;Lack of operation mechanism,difficult to generate vitality and other difficulties.Based on the above predicament,this paper,guided by the theory of empowerment and the perspective of advantages,carries out the operation practice of community public space through joint residents to complete the space design,explore the space operation mechanism,carry out community education,establish the sustainable development model and other methods.The practical effect is obvious: the utilization rate of ALY public space is significantly improved,the brand of community governance project is basically formed,the sustainable operation model is preliminarily established,and the social influence is gradually expanded.However,some problems such as function and value deviation of public space,structural imbalance of revenue proportion,limited radiation range of public space and fuzzy responsibility of public space governance are also generated.Practice shows that when social work agencies intervene in the operation of community public space,making full use of community resources is the premise,openness,sharing and co-governance is the principle,and platform operation is the key.In view of the new problems,the author suggests: the entrusting party of public space should clarify the relationship between the power and responsibility of both parties,and build a collaborative governance system of government and social organizations;Give play to the leading role of Party building and create the linkage matrix of community services.Public space operators should improve the internal management of social work institutions and enhance the level of integrated operation of social work;Increase the proportion of space business income,further enhance hematopoietic capacity;Look for the community highlights and characteristics,promote the community public space characteristic.The co-builders of public space should improve the space partnership system;We will strengthen capacity building for community residents to participate.
