In recent years,thanks to the global political and economic integration,non-government organizations(NGO)from various nations in the world,as the third hand of making up for the failure of the government and the market,are growing rapidly over the world.Against such background and with the downsizing and devolution of our government,NGOs in China,in the experience of other nations at the same time,combining their own specific environment,have been rapidly developed throughout the whole nation.However,Chinese NGOs are still on various developmental levels under many irregular governance acts.Among them,the academic association,as a special branch,owns governance issues worthy of in-depth study during its development.The paper takes a library association in City A as an example,simply narrating the composition and frame as well as the running mode of the Association through various ways such as collection of information and data and generating corresponding solutions through the analysis of specific issues of governance level;point out that the governance issues of the academic association mainly lie in as follows using theories of good governance,third party governance and voluntary failure: concerning internal governance,(1)Imperfect organizational mechanism;(2)short of resources;(3)thin academic atmosphere;while on the externalities,lack of government regulation as well as weak social supervision.Aiming at these governance issues,the thesis proposes solutions as follows:concerning internal governance,(1)perfect the organization mechanism;(2)expand the resources;(3)strengthen the academic atmosphere;while on the externalities,strengthen government supervision and perfect social supervision.There are still many shortcomings in this study while the practice test is still needed.
