The Study On Implementation Of Employment Policy Of Landless Peasants In Hetu Town Of Baoshan City Under The Background Of New Urbanization

In the wake of the accelerating process about the industrialization and the urbanization in China,the demand for land for urbanization development has rapidly expanded,resulting in expropriate large amounts of countryside farmland and tens of thousands of land-losing peasantry.Baoshan City is located in the western part of Yunnan Province and its economic development is relatively backward.In recent years,Baoshan City has entered a period of rapid growth of urbanization.The rural land in Hetu Town,which is the nearest to the downtown area,has been expropriated on a large scale,and the landless peasants have grown rapidly.They have to face the major problem of reemployment in the process of identity conversion.The problem of reemployment of landless peasants is not only related to their own lives,but also It also affects the stability and harmony of the country.The state and the government have formulated a series of policies to promote the employment of land-expropriated farmers,and used various means to give a hand to encourage the employment problem of the land-lost farmers.Implementing policies and putting the policy into practice is the responsibility of the government.It promotes the effective implementation of employment policies for landless peasants,effectively helps landless peasants to solve employment problems,helps shape the image of an efficient and service-oriented government,and enhances the overall impression and comprehensive evaluation of the government in the public.At the same time,the successful solution to the problem of the employment of landless peasant groups is inseparable from the support and assistance of government policies.The author collected data on employment status and government policy implementation of land-lost peasants in Baoshan Hetu Town under the background of new-type urbanization,and found that employment status of landless peasants in Hetu Town was still severe,and farmers in land-lost towns in Hetu Town were employed.In the process of policy implementation,there are problems such as implementation errors,inadequacy of policy publicity,and scarcity of policy implementation resources.There is still a big gap between the employment status of the target groups and the policy objectives.This article uses Smith's policy theory to analyze the cause of the problem,and finally put forward some personal suggestions.This article begins with a description of the background of the topic,the purpose and significance of the research,the technical methods and research ideas of the research,the innovation of the article,and the existing problems.Then it collects the peasants' employment policies and implementation conditions that have transformed the collectively owned land of farmers that have already been introduced into the state-owned land.Field surveys have revealed that landless peasants in Hetu Town in the context of new urbanization have lost their land and the difficulties faced by these peasants.These include the impact of the new urbanization on the land-expropriated farmers,the investigation of the employment of local farmers who have lost their land,and the specific implementation of the government's employment policy for land-losing farmers,analyzing and studying the problems in the implementation of policies.It was found that in the implementation process of landless peasant employment policies,policy objects do not understand the policies,and policy publicity is not in place,there are deviations in the implementation of policies,the quality of performers is low,business skills are poor,and shortage of funds is a serious problem in these areas.Therefore,in the last part of the article,I suggest that we should improve the policy content,improve the quality of policy implementers,establish and ameliorate supervision control system and accountability mechanisms,give a hand to improve concept of employment of landless peasants,and optimize policy environment.
