| With the transfer of land ownership and the right to use,many landless peasants have lost their land while losing their basic livelihood security derived form the because of the lack of long-term planning and reasonable resettlement.They have become the "new poor" in cities and the "marginal groups" in cities and rural areas.Among the existing problems of landless farmers,employment is the most central issue.It is the only sustainable livelihood path to improve the plight of landless farmers.At present,the low cultural quality of landless peasants,the lack of non-agricultural labor skills,coupled with the poor access to rural employment information services and other factors seriously hinder the smooth employment of landless peasants.This paper aims to provide a feasible reference for the government of Jin Yun county,local communities and grassroots organizations to solve the employment problem of land-lost farmers through the research on the employment problem of land-lost farmers.Land-lost farmers in Jin Yun county as the research object,using the Keynesian full employment theory,theory of public service,such as theoretical basis,methods of social investigation,statistics and analysis,the Jin Yun county jurisdiction 15 surrounding towns of land-lost farmers to the random sampling survey combined with the depth interview,and statistical analysis on the data shows the current Jin Yun county employment problems of land-lost farmers mainly displays in: 1.The land-lost farmers income is generally low,directly affect the living standard low salary and poor treatment.2.More employment concerns and higher unemployment rate.3.Low employment quality and poor stability.4.Narrow job search channels.5.Some land-lost farmers are not willing to find new jobs.Based on the employment problems,the author analyzes the causes from three aspects: the government,the market social environment and the landless farmers themselves.Finally,according to the local conditions,this paper puts forward the methods and approaches to solve the employment problems of land-lost farmers in Jin Yun county,and holds that the government should improve various mechanisms and policies such as employment and entrepreneurship of land-lost farmers,social security,strengthen the function of employment training,expand employment channels,and strengthen publicity and education.At the level of social environment of labor market,intermediary operation should be standardized,schools and enterprises should jointly cultivate skilled talents,open a "green channel" for land-lost farmers to find jobs,and create a positive employment atmosphere.At the individual level of land-lost farmers themselves,we should take the initiative to change the concept of employment and enhance their employ ability of employment. |
