As economic globalization is deepening and the diversified needs for higher education are growing in China,the international cooperative education for non-quota students,which features low threshold,multiple choices and wide coverage,plays an important role.However,compared with programs for quota students,those for non-quota students have innate disadvantages in students recruiting,selection on cooperative universities and fees charging,which have made it fairly difficult for relevant organizations to develop and hindered the diversified development and internationalization of higher education in China.Therefore,it is of great necessity to lower the schooling risks in international cooperative education programs for non-quota students to ensure the sustainable development of these organizations.In light of this concern,this dissertation focuses on how to lower the risks in international cooperative education programs for non-quota students,combining the methodologies of system dynamics and questionnaire,analyzing the features and current situations of such programs,identifying the fundamental factors that influence such programs and carrying out deep analysis of the composition and characteristics of these risks.Here are the conclusions as follow:(1)The satisfaction on the programs of the parents and the students is the critical note that incurs risks to the programs.Starting from two factors that influence international cooperative education programs for non-quota students,economic and social,this dissertation further clarifies the relations of these two factors on the basis of a thorough analysis,which leads to the conclusion that the satisfaction of the participants is the critical note that constitutes the risks in running a program.Therefore,modulating the difference between expectation and satisfaction to an acceptable extent is the core element that can push such programs into a virtuous cycle.(2)Risks in international cooperative education programs are consist of shadow risk,individual difference risk and education risk.Through questionnaires combined with interviews with students and parents on their expectation and perception on the qualities of the programs,this dissertation has developed a clear knowledge of the difference between their expectation and satisfaction,with the finding that the difference composes of three parts-shadow risk,individual difference risk and education risk.Shadow risk refers to the risk incurred by the difference of expectation and reality caused by inaccurate subjective judgment of the participants,which is out of the control of the education provider;individual difference risk is the risk arising from the differences in students' individual abilities and their adaption to overseas education;education risk is the material risk caused by the factors such as the insufficient education capacity and teaching quality,which cannot meet the needs of students and parents.Correspondingly,this dissertation recommends that:the education provider avoid becoming the bearer of shadow risk by conducting authentic propaganda;teach the students differently according to their individual characteristics,lowering the individual difference risk caused by innate conditions and cultivating the students' self-control abilities;strictly manage the program by selecting overseas partner universities that suit the students and lowering education risk through quality education that will further lower the schooling risks and boost the healthy and sustainable development of international cooperative education programs.
