The reform of education in America is closely related to the development of its society,culture,politics,science and technology.For a long time,the educational development in the United States has been affected by the decentralized systems of educational administration,which resulted in irregularities of education levels in various states.Therefore,the federal government of the United States has been being involved in education continuously in order to improve the quality of education and to meet the needs of economic development and social progress since the middle and late 20 th century,which has a great impact on education reform.Obama formulated and implemented various education policies in education reform during his second term,which actively and forcefully promoted the development of national education.He has made great efforts to realize American liberty and democracy and to achieve education equity.It will help to enhance the understanding of American basic education by a review of basic education policies in Obama's second term,and it also can draw on the lessons from its advanced educational experiences to provide references for the formulation and perfection of China's basic education policies.This paper studies the representative basic education policies of Obama's second term systematically and thoroughly by using the methods of literature research,historical research and comparative research,as follows:The first part mainly defines the related concepts,does the literature review and clarifies the research value.The second part mainly clarifies the background of basic education policies in Obama's second term.International background,include the development of new energy,to accelerate the pace of cultivate personnel,the rapid economic development of developing countries and the scores of American students not conforming the status of the United States.Domestic background,include the president Obama attaches great importance to basic education in America,the impact of the 2008 economic crisis and the decline of American students' grades.The third part mainly lists and compares the basic education policies in Obama's second term.From the perspectives of improving the quality of basic education,upgrading information technology of basic education and strengthening innovation in basic education to choose the representative policies.Meanwhile the content,development process and influence are discussed in detail.The fourth part mainly summarizes characteristics and problems of basic education policies in Obama's second term.On the one hand,it analyzes and summarizes the characteristics of its basic education policies,the characteristics are as follows: to enhance the quality of education in an all-round way,to reinforce the awareness of education crisis,to promote education fairness,to plan the professional development of teachers,to perfect education policies,to attach importance to educational information technology and to increase educational funding.On the other hand,it also points out the problems of basic education policy that the federal government is excessively intervening in education,and educational investment is not proportional to the effectiveness.The fifth part is mainly about the revelations of basic education policies in Obama's second term for China.The paper puts forward some pertinent advice from the aspects of guaranteeing the quality of basic education,promoting the fairness of education,ensuring the quality of teachers' education,speeding up the development of information technology in basic education,increasing educational funding and accelerating the balanced development of basic education.
