The global financial crisis triggered by the U.S. economic crisis affects not only the U.S. economy but also the education of the United States. In March2010, the U.S. Department of Education approved a bill:A Blueprint for Reform:The Reauthorization of the Elementary and Secondary Education Act(Abbreviation:Blueprint for Reform), which is a revised proposal of the Obama administration on the bill "No Child Left Behind Act" introduced by the Bush Administration in2002. Blueprint for Reform targets at changing the practice of meeting the requirements of examination by lowering the academic standard; changing the narrow educational tendencies that emphasize mathematics, English and science while neglect social sciences, arts and other disciplines; reforming the evaluative criterion for school under the principle of "preparing for employment and further education"; promising a substantial increase in the education funding for the implementation of the act. All in all, its mission is to improve the achievement of all students and narrow the achievement gap, improve the quality of education and promote the balanced development of education. The thesis explores the background for the introduction of "Blueprint for Reform" deeply and summarizes the major content of the act on the basis of full understanding of primary education in the United States and a large number of first-hand information. Then, the thesis summarizes the measures to promote the balanced development of education in the act and the questions to the act raised by the all walks of life in America. Finally, the thesis excavates from the act the positive meaning and the referential factors to the primary education reform in China.The thesis is divided into four characters:Chapter One do history background analysis, mainly reviews of the20th century basic education reform and the development process of American public schools. Show the ESEA as the strong foundations is.Chapter Two expounds the reasons and process of ESEA, then enumerate the act major authorized in past several years. At last put forward the United States President Barack Obama requirements for the start of the ESEA to reauthorized related reasons.Chapter Three introduces the text structure and main content of the " Blueprint for Reform", and analyses the five key reform areas emphasized in the act, and demonstrates how the "Blueprint for Reform" can promote the balanced system of primary education. At the same time, summarized the Obama period the federal government allocated to promote to reauthorize and the problem may be faced withChapter Four excavates the enlightenments to the primary education reform in China from the "Blueprint for Reform".
