Research On Disposal Of Mass Labor Disputes In Quanzhou

Quanzhou City is the Private Special Economic Zone of Fujian Province.In recent years,with the influence of the economic downturn and the frequency of mass labor disputes,Quanzhou City has faced a challenge of building harmonious labor relations.Through Quanzhou's actual problems,it is urgent that the disposal methods of mass labor disputes need to be perfect.This research reviews the relative literatures and defines the related concepts of mass labor disputes.On the basis of Russell·Hardin's views of group conflicts,labor rights and new public service theory,by using the methods of documentary,questionnaire investigation,field survey and so on,to get the first-hand information of Quanzhou's current situations of mass labor disputes disposal,this research analyzes the achievements of the city's m labor disputes disposal in aspects of conflict prevention,assertion of labor rights,departmental interaction and so on.Besides,this research analyzes the main problems that exist in public service ability and level which urgently needs to be improved,such as only deals with a symptom of the problem,not its cause,the departments cooperate poorly,labor supervision is not qualified,emergency safeguard mechanism is not sound.This research also analyzes the causes of the distances between the disposal measures and building harmonious labor relations.The research defines the role that the government should play in mass labor disputes disposal,puts forward the building methods to perfect Quanzhou's mass labor disputes disposal system: the role that the government plays in disputes disposal should under the guidance of maintaining the laborers legitimate rights,should be based on service,not on steering.To perfect the disputes disposal system building,we can study the perspectives before,during and after the event,stand on the government,the enterprises and the employees,take all sorts of measures in establishing different kinds of mechanisms,such as establishing preventing and early warning mechanisms from the source,building coping mechanisms during the event and long-term disposal mechanism after the event.All these measures will have some reference for Quanzhou to establishing mass labor disputes disposal system.
