Domestic and foreign practice has shown that human resources outsourcing in the economic development and transformation and upgrading can play a unique value,the human resources outsourcing services market demand will be more and more strong.But as a result of human resources outsourcing in our country history is not long,HR outsourcing company mainly small and medium-sized enterprises,generally there is a small scale,weak service ability.Human resources outsourcing mechanism is the key to the development of human resources outsourcing services industry,and it is an important driving force to promote economic transformation and upgrading.In the face of the state of human resources outsourcing industry vigorously support,industry under the background of perfecting service specification,how to promote small and medium-sized human resources outsourcing service capabilities,so as to promote the human resources outsourcing service industry healthy and rapid development,is a strategic subject worth studying.Firstly,through literature review,work experience summary and entrepreneurial practice,this paper makes a general review of the industry background of human resource outsourcing,related research at home and abroad,the rise and development of the industry,and concludes that the human resource outsourcing institutions are the key conclusions of the development of the industry.Then it analyzes the main problems of the company and the reasons for these problems are systematic,global and long-term,the crux is the lack of effective strategic management.Then,with the "excellent performance evaluation criterion" and "human resource outsourcing Service strategy",based on the two sets of system standards,to human resources outsourcing service organization perspective,from the strategic analysis,strategic choice,strategy implementation,strategic evaluation and program implementation recommendations,etc.,this paper analyzes and studies the strategy of Zhixingbao organization based on excellent performance model.It is clear that the excellent performance evaluation criterion is the goal of the company’s strategic management.Finally,it summarizes the strategic management plan and hopes to promote the development of human resource outsourcing industry.
