The constitution of the school is the requirement of governing the school and building the modern school system according to law,and it is also the development trend of education.However,in practice,there are many problems in the text,formulation and implementation of the constitution.This research focuses on the problems of the text,formulation and implementation of the school constitution,and tentatively starts from the following four questions: what is the connotation of the school constitution? What are the difficulties in the text,formulation and implementation of the constitution of secondary schools? What's the reason behind?How to improve?Based on the problem,begin the research design and methods selection.In order to answer the basic connotation of the articles of association of the secondary school,summing up to reflect the idealized the basic characteristic of the school rules,basic content,making mechanism,adopt the method of historical inquiry and exotic observe;In order to understand and find the main problems,this study which uses the method of content analysis,analyzes the text of the 9 representative schools constitution and carry out a thorough investigation into the formulation and implementation of 6 secondary school.In order to analyze the reasons behind the hidden problems and puts forward the corresponding suggestion,the research adopted the analysis framework of the theory of institutional change,and tries to from the perspective of institutional change theory,find the solution.According to the research findings,first of all,the connotation of the school constitution can be analyzed from three dimensions: the basic characteristics of the school constitution,the content dimension and the development mechanism.The school constitution has the basic characteristics,such as guiding,binding and legitimacy,dimension of the content should follow the basic framework of general provisions and specific provisions,the supplementary provisions,pay close attention to the important content of school education,to clear the main body in the process offormulation and implementation,program,principles.Secondly,the school constitution are lack of school-based features,unclear revision procedures,lack of supervision of implementation effect,and strong dependence on higher authorities.Based on Theory of institutional change,the main reasons exists in formulation and implementation of the restriction of the path dependence,the main relevant supporting facilities is not perfect,system cost is larger,the participants' lack of innovation such as constraints.the path of improving is: promote the department of education consciously role conversion and function change,improve the relevant supporting facilities,promote the teachers to participate in,to provide professional support to promote system innovation and so on.
