Research On The Funding Raising Of Private School In The Republic Of China

This paper researches on fund raising of private schools in the period of Republic of China.On the basis of carefully searched the historical date,the paper clarifies the development course of private schools in chronological order and their overall funds firstly.Secondly,the ways to raise funds are classified into two categories,respectively exploring the content and characteristics of each funding method.Thirdly,this paper takes Private Mingde middle School,Private Jimei School and Xiamen University as typical cases to investigate the specific process of raising funds to get rid of fund crisis at different stages of development,presenting the difficulty of financing and the complexity of financing methods for each school.Finally,this paper summarizes the experience of fund raising of private school to contemplate the present world.Private schools experienced budding,developing,and maintaining in the period of Republic of China.In terms of total school funding,private schools were generally lower than public schools.The gap between public and private schools was the most significant in higher education;On the structure of sources of funds,private schools were more diverse than public ones,and the proportion of funding sources varies.External sources include public and private donations,government subsidies and fund support.It's usually the most important sources of funding for establishing a private school.Gentry,businessmen and capitalists,warlords and politicians,public and private groups all contribute to private schools,the main bodies and methods of donation are diversified.The government's subsidies to private schools had gradually became institutionalized and standardized.The subsidies include fiscal subsidies,education loans,land allocation,tax incentives,and student aid.The foundation's complete management system and normative mode of operation had became the object of private schools' efforts to subsidize.The internal sources mainly include the income of tuition and school income.The establishment of private school tuition fees had made it possible for fees to befollowed.The income of tuition and fees in private schools is higher than that in public schools.It is the most stable source of income for private schools,and occupies a major position in the sources of private primary and secondary schools.School production and operation become an important means to expand school funding.Based on the establishment of modern school management idea,private schools make use of school assets to finance their wealth or organize school-run industries to provide funds for schools.In the face of funding difficulties,Private Mingde middle School went to the top through the extensive network and the arduous fund raising,Private Jimei School and Xiamen University had gradually built a complete education system by revenue from the enterprise,even with debts.In the actual financing process,the excellent private schools often combine the two financing methods of internal and external sources to establish diversified financing channels.
