The National Qualifications Framework,is a system of credit identification,accumulation and transformation based on learning outcomes.New Zealand is the first country to establish the qualifications framework,after which a great many of countries or regions such as Australia and South Africa have also established the qualifications frameworks.All of the countries and regions consider the establishment of qualifications framework as an important system to encourage lifelong education and learning and an effective way to improve the quality of education.With the continuous evolvement of education reform in our country,breakthrough achievements have been made.At the same time,the public's demand for the quality of education has gradually increased.However,there are still many difficulties and challenges,such as the unequal quality of education of all kinds and levels as well as the existence of barriers among the identification,accumulation,and transformation of learning outcomes.As an important part of the qualifications frameworks,quality assurance systems is the important reason why qualifications frameworks are effectively operated and widely recognized by the public.It can be said that quality assurance systems are the foundation of all certification activities of the qualifications.Foreign scholars have already started the research of quality assurance systems of qualifications framework,while this kind of research is still rare in our country.On one hand,this research hopes to enrich and supplement the research on the quality assurance systems.On the other hand,it also hopes to raise concerns about the establishment and improvement of the quality assurance system in our country.New Zealand and Australia are the first countries to establish a national qualifications framework.After years of practice and improvement,both countries have established mature and comprehensive quality assurance systems.Based on the study of the Australia and New Zealand qualifications framework and its quality assurance system,and combined with the political,economic and social background of the two countries,this research analyses the systems from the three dimensions: quality assurance standards,principals and management.Then,the foundation of China's qualification framework and quality assurance system has been combed,and the problems that still existed have been analyzed.Through the research,the following inspirations have been obtained: establishing a unified system of quality assurance,improving the construction of quality assurance standards,expanding the social participation,and setting up quality assurance management authorities.
