National qualifications framework is the basic system of human resource development and allocation that reflects national will.The classification and integration between educational qualification and vocational qualification constitute its “structure-function” system.Qualifications classification is the starting point of the construction of national qualifications framework.It is the theoretical premise to guarantee the rationality and coherence of the qualification-level-system to discuss the internal logic of national qualifications classification from the perspective of technological complexity.This study adheres to dialectical logic from the concrete to the abstract,then back to the concrete and the thinking mode of practical viewpoint.Under the guidance of the complex paradigm,it comprehensively uses the literature research method,philosophy research method,comparative research method,case study method and field research method.Firstly,it demonstrates the possibility and inevitability that technical Logic is the internal basis of national qualifications classification via the combination of empirical induction,critical reflection and theoretical deduction.Secondly,the technical Logic which is followed by educational qualification and vocational qualification is discussed separately.Finally,analyze the intermediary and conditions of integration between educational qualification and vocational qualification which is stipulated by technical Logic,and propose the national qualifications level description standard based ontechnical logic.Laws are built from experience and history.According to the experience of qualifications classification at home and abroad,it is found that there is empirical path-dependent appearance in China's national qualifications classification,which is embodied in three aspects: the simple reference of international qualifications classification experience,the simple transplant of national educational system level and the simple substitution of national vocational qualifications classification.The comprehensive review for the experience-dependent appearance promotes the theory consciousness of the research on national qualifications classification internal logic.As the internal logic of national qualifications classification,technical Logic is established because education qualification and vocational qualification are of the same nature which is thing-in-itself of technology tracing the source.On the premise of big technology idea,this study discusses the logical category of technology picture shown in educational qualification and vocational qualification: the integration of modern technology and modern science,the connection of general technology and special technology,the interaction between technological knowledge and technological activities.Together with the three theoretical presuppositions of the relative constancy of the national qualification level,the three-dimensional dimension of technological complexity and the skill intermediary of the national qualifications integration,they constitute the analysis framework of this study.Education qualifications classification follows the logic of technological knowledge complexity,which is an open self-organization system composed by technological principle knowledge,technological affair knowledge and technological ethics knowledge.It not only interacts with technological activities,but also is connected with pure scientific knowledge.Its complexity evolves along the interwoven paths of “general-special” and “maturation-innovation”.Ordinary educational qualifications classification reflects the logic of technological principle knowledge while vocational educational qualifications classification reflects the logic of technological affair knowledge.Besides,the qualifications classification of informal education and informal learning depends on the structured degree of fragmented technological knowledge.Under the control of technological knowledge logic,junior secondary educational qualification should be the starting point of educational qualifications classification,while the vocational educational qualification level follows the serial path connected with ordinary educational qualification.The description of educational qualification level can adopt the “4x2” framework of technology knowledge standard.Vocational qualifications classification follows the logic of technological activities complexity.The deepening of professional division and the innovation of technological knowledge lead to the complexity of technological activities whose degree can be expressed by the “progressive-parallel” model.Technological activities such as production,service,maintenance,development,design,innovation and management are progressive and parallel.Moreover,the technological activities also have varying levels from unfamiliar to proficient.Together with conditional elements such as technological knowledge,work situation and information sharing,they constitute a complex system with characteristics of hierarchy,regression,connectivity and unity.According to the logic of technological activities,previous work experience should be involved into the vocational qualifications classification,and the vocational skill level evaluation,which aims to integrate the vocational technological practice and the engineering technological practice,should be linked to the vocational qualifications classification,while the description of vocational qualification level should also be around the complexity of technological activities.Stipulated by the technical Logic,the skill accumulation oriented by body cognition is the logical intermediary between educational qualification and vocational qualification.Qualifications integration,as the functional load of national qualifications framework,determines the goal and direction of qualifications classification as well as the description standard of national qualification level.Making skill the core element and combining the description standard of educational qualification and vocational qualification level,the description standard of national qualification level can be identified as the technological knowledge,skill and technological activities three dimensions.They influence each other and make national qualifications classification fully embodies the internal logic of technological complexity,as the same time,also integrate with the description standard of international qualification level.
