In the international community,countries in the field of basic education are constantly making efforts to change,among which the basic education grouping in the United States is particularly prominent,and the non-profit charter school management organizations in the United States are more typically.Since 1990 s,charter school management organizations have experienced a budding,developing and gradually entering a mature period.At the same time,the basic education group in China is in a state of rapid development in exploration.Many problems are waiting to be solved.Therefore,based on the analysis of the theory of grouping education,this study combines the content research of the organization's operation mechanism to construct the content dimension of charter school management organizations' operating mechanism.From the three aspects of property right mechanism,competition mechanism and dynamic mechanism,the author explores the internal and external operating mechanism of the charter school management organizations in the United States.Based on the general analysis of the charter school management organizations' operating mechanism,combining two typical cases,this paper explores the characteristics and the general operation model of the charter school management organizations.On the basis of clarifying the differences in the background of running schools between China and the United States,based on China's actual conditions,this study provide seveal policy recommendations for China's basic education grouping and running schools.This study believes that in the external management of basic education grouping,China needs to improve the legal system,strengthen the accountability,and establish a corresponding authorization mechanism;In the internal management and group development,the power within the group should be reconstructed,and the operations,performance appraisal,and supervision of the various schools within the group should be established to provide personnel,financial resources,and materials for the various schools within the group.The unified support of academic supervision,each member school forms a community of interest.In the expansion of the Group,it is necessary to go beyond the expansion of administrative orders.The Group's expansion strategy and progress should be determined on the premise of comprehensive consideration,including the data from the previous period,the needs of schools to open up regional education,and whether the current development status of the Group is suitable for expansion.
